Task 1: Gender capacity strengthening for clients’ staff and gender focal points

Capacity strengthening will take various forms including training (virtual and in-person delivery) as well as coaching and mentorship (individual and group sessions). Activities include among others:

  • Identification and selection of participants based on the stakeholders’ mapping selection criteria
  • Contribution to the development of the activities and materials
  • Co-facilitation, support and communication during the virtual phase delivery
  • Technical support to participants during the virtual phase, including review of participants’ exercises and deliverables
  • Contribution to the development and delivery of the activities and materials of the in-person phase delivery
  • Technical support to participants during the in-person phase, including with the individual and collective action plans.
  • Design and delivery of the mentoring phase including technical support with the individual and collective action plans.
  • Capture knowledge transfer and retention through pre-and post-tests and other rapid feedback mechanisms.

Task 2: Institutional gender capacity strengthening – Systems, Structures, Processes, and Programs

Facilitate client’s gender integration journey across various domains guided by the IGNITE diagnostic domains – policy and strategy, culture, budgets, data, evidence, and Do No Harm.

  • Lead the development of Gender strategy and/or policies for clients.
  • Review and contribute to tool development to support monitoring, evaluation and learning including indicators, Theories of Change, MEL Frameworks among others.
  • Training of enumerator teams in developing quantitative and participatory gender-focused methods and data collection tools and approaches.
  • Review and provide feedback on research to help programs and implementing partners identify practical ways in which activities can be designed to achieve gender impact.
  • Review and contribute to the development of learning briefs.

The consultant(s) will participate in routine meetings with Tanager experts and our clients during the delivery of gender technical assistance. Tanager will cover travel associated costs for consultant(s) as and when needed during client engagements. However, the consultant(s) is expected to use their own laptop, internet and other resources to deliver on the assignments.

Deliverables

Deliverables will vary based on assignments and will be defined when defining specific scopes of work but may include detailed training reports, gender strategies, policies, among others. The consultant will need to submit a technical brief (2 pages max) of their work for every month of engagement providing a summary of support provided within the month. The specific deliverables where applicable shall be attached to the technical brief as attachments.

QUALIFICATIONS

  • Master's/university degree with at least 8 years’ work experience or Bachelor’s degree with at least 12 years of work experience in gender studies, development studies, sociology, anthropology, women’s studies, or other related discipline
  • Minimum of 6 years' work experience in Sub-Saharan Africa in mainstreaming gender into food systems, nutrition, or agriculture programs;
  • Demonstrated experience in offering gender technical assistance or advisory services in the agriculture sector with a focus on strengthening institutional systems, structures, and processes. These could include a suite of services including facilitating trainings on gender, gender audits, to government, NGOs and/or private sector clients;
  • Demonstrated knowledge and skills in designing and implementing tools and approaches to support Agricultural Institutions in integrating gender in their agriculture interventions and the ability to develop evidence-based recommendations and interventions to promote gender equity and women’s empowerment.
  • Demonstrated knowledge of and proven successful ability to conduct in-depth gender analyses, including leading research teams, analyses and supporting institutions in the integration of findings into intervention design and program implementation.
  • Excellent understanding of global and continental commitment mechanisms for gender and nutrition in agriculture for stakeholders like governments, NGOs, and private sector.
  • Demonstrated knowledge of social and behavior change communication theory and techniques.
  • Understanding of nutrition-sensitive agriculture concepts in Africa and ability to integrate a nutrition-sensitive lens into gender approaches.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
