  • The HSS Manager will lead the development, implementation, and monitoring of Health, Safety, and Security systems (HSS) in line with Globeleq’s requirements and standards, Kenyan legislation, lender/stakeholder requirements, and international best practices. They will ensure that the health, safety, and security of employees, contractors, visitors, stakeholders, and assets are rigorously protected — both during the critical pre-commissioning phase and throughout long-term operations.
  • This position will work closely with the wider Group HSS Manager, ESG Manager, O&M team, GDC, KPLC, contractors, government authorities, and local communities to uphold Globeleq’s strong safety culture and deliver on its social and environmental commitments and expectations. 

Key Result Areas

  • Mobilisation Period (Pre-Commercial Operations Date)
  • Update and maintain the HSESS Integrated Management System (IMS) and Plant baseline risk assessment to reflect operational requirements and secure necessary approvals from Globeleq and the Lenders.
  • Develop, prepare, and update the HSESS Manual, Plans and procedures to align with O&M phase of the power plant, ensuring alignment with Globeleq's requirements, lender requirements, and international standards, in collaboration with Group HSS Manager, ESG Manager and O&M team.
  • Develop and implement a site security risk assessment and plan.
  • Develop and implement a training needs analysis and training plan.
  • Ensure all HSESS documentation is complete and approved before power plant commissioning and final tests on completion under the EPC Contract, in conjunction with the Group HSS Manager, ESG Manager and O&M team.
  • Ensure that the applicable documentation and records relevant for commissioning, O&M phase and decommissioning of the power plant are handed over to GQ from the EPC Contractor before issuance of taking over certificate to the Contractor.
  • Operational and Maintenance Period (Post COD)
  • Implement and maintain full HSESS compliance with Kenyan legislation, Globeleq requirements, and Lenders/stakeholders commitments and expectations.
  • Establish and maintain a documentation and records management process for (but not limited to): Permits, licenses, certifications, incident reports, audit results, and inspection findings.
  • Establish and participate in an internal Globeleq HSESS governance structure within Plant that will interlink with Globeleq Country and Corporate governance structures.
  • Establish and maintain an effective corrective and preventive action tracker and process.
  • Enforce process safety and ensure effective management of change processes and interface with other relevant functional team members.
  • Lead the identification, assessment, and ongoing management of HSS hazards and risks through a live baseline risk assessment. Ensure that identified mitigating control measures are in place and are monitored for effectiveness.
  • Perform contractor safety certificate (CSC) audit (GQ HSS requirements) for potential contractor companies prior to contract, agreement, task order award. Ensure that only contractor companies that pass the audit are in possession with CSC certificates are authorised to enter and perform work onsite. An HSS concerns identified reserves the right for the HSS manager to revoke the CSC.
  • Provide expert guidance to O&M team, contractors, subcontractors and stakeholders on all matters related to health, safety and security performance.
  • Act as the primary liaison on HSS matters with key stakeholders, including GDC, Kenya Power, lenders, government regulators, and local communities.
  • Lead in regular site inspections, self-audits, hazard identification, risk assessments, and incident investigations, ensuring timely close-out of corrective and preventive actions.
  • Empowered right of duty to prevent or stop any work that is identified as unsafe and may lead to endangering the lives of employees and/or contractors; and/or integrity of equipment/plant/business operations. Escalate and work with the relevant plant manager and team members to rectify the situation and prevent further recurrence.
  • Prepare for and participate in audits by Globeleq, shareholders, lenders, and regulatory authorities, ensuring timely follow-up on actions.
  • Review and support the effective use of the Permit to Work system and LOTO ensuring that all activities are properly managed.
  • Develop and maintain a robust an emergency preparedness and response plan, which will include scenarios for fire, medical emergencies evacuation, crisis, chemical release, environmental, and other applicable scenarios are in place and regularly tested in consultation with internal and external stakeholders. Develop, implement a drill plan.
  • Identify, monitor and report on HSS Key Performance Indicators (KPIs) and provide detailed internal and external reporting at predefined frequencies.
  • Participate in regular meetings with the Group HSS Manager, ESG Manager, O&M team, and other stakeholders to discuss HSS issues, incident reports, and overall performance in the spirit of promoting continuous improvement.
  • Establish and maintain Personal Protective Equipment (PPE) program.
  • Support the implementation of the Stakeholder Engagement Plan (SEP) and participate in community engagement activities.
  • Develop, implement ongoing HSS awareness and campaigns to promote proactive and prevention of harm amongst employees and contractors.
  • Enforce the plant HSS requirements and together with the plant manager address with violations consistently.
  • Stay abreast of changes in legislation, lessons learnt and industry best practices, adapting systems and processes accordingly.
  • Establish a management review committee to review effectiveness of the Integrated Management System for continuous improvement.

Requirements, Skills and Attributes

Qualification:

  • Tertiary level qualification in Health and Safety and/or engineering qualification supplement with one year NEBOSH Health & Safety certificate
  • NEBOSH Diploma in Health & Safety is preferable.
  • Lead auditor in ISO 45001 (advantageous)
  • Valid First Aid and Fire Safety certifications (advantageous).

Experience:

  • Minimum of 7 years’ experience in managing health and safety in an operating power plant of similar scale and technology.
  • Strong knowledge of applicable Kenyan HSS legislation and standards.
  • Experience in managing health and safety compliance in power plant environments.
  • Ability to evaluate and audit power plant documentation and develop and approve HSS requirements, emergency preparedness and response plans.
