The Head of Programs, Operations & Partnerships provides strategic leadership for program delivery, partnerships, and operational excellence across GoodVision Kenya’s core thematic areas: Community Eye Health, School Eye Health, Health Systems Strengthening, and Advocacy & Partnerships.
Reporting to the Executive Director, the role ensures high-quality, compliant, and financially sound implementation while driving sustainable growth, innovation, and long-term impact in Kenya.
Responsibilities
A. Strategic Program Leadership
- Lead end-to-end program design, implementation, and close-out, ensuring alignment with organizational strategy.
- Oversee quality assurance, monitoring, evaluation, and learning to strengthen results-based management.
- Approve program plans, budgets, forecasts, and donor reports, ensuring delivery within scope, time, and budget.
- Identify new program opportunities through contextual analysis and strategic planning.
B. Operations & Systems Management
- Develop and implement operational strategies to enhance efficiency, cost-effectiveness, and accountability.
- Strengthen internal systems, planning processes, documentation, and reporting frameworks.
- Ensure effective resource allocation across programs and oversee ERP/project system integrity.
- Collaborate with finance to maintain sound budget management and forecasting.
C. Partnerships & Business Development
- Develop and execute a comprehensive partnership and growth strategy.
- Cultivate and manage strategic relationships with government, donors, NGOs, the private sector, and community stakeholders.
- Lead partner assessments, MoU negotiations, and compliance oversight.
- Contribute to donor mapping, proposal development, and expansion of funding streams.
D. Financial Oversight, Compliance & Risk Management
- Monitor project financial performance and ensure donor, legal, and regulatory compliance.
- Oversee audits, risk management frameworks, and mitigation planning.
- Ensure adherence to internal policies and governance standards across programs and partnerships.
E. Leadership & Organizational Development
- Lead and develop high-performing Programs, Partnerships, and Operations teams.
- Set clear KPIs, conduct performance reviews, and foster a culture of accountability and collaboration.
- Promote cross-functional coordination to ensure integrated planning and execution.
- Represent Good Vision Kenya in external forums and act on behalf of the Executive Director as required.
F. Any Other Duties as Assigned by the Executive Director
- Perform any other tasks or duties assigned by the Executive Director or other senior leadership, as required by the evolving needs of the organization and the context in which it operates.
Qualifications & Experience
Education
- Bachelor's or master's degree in international development, Public Health, Project Management, Business Administration, Public Administration, or related field.
Experience
- Minimum 3–6 years of progressive experience in NGO/INGO program and operations management.
- Demonstrated experience managing institutional donor-funded projects.
- Proven partnership development and stakeholder engagement experience.
- Strong financial oversight and compliance experience.
- At least 2 years in a team leadership role.
