Responsibilities or duties

Job Description

Be responsible for the day-to-day management, coordination, and administration of the hospital under the general oversight of the Hospital Management Committee (HMC).

Report functionally to the Hospital Management Committee and administratively to the County Executive Committee Member (CECM) for Health Services through the Chief Officer for Health Services, ensuring alignment with County Government policies and health sector priorities.

Provide visionary leadership and ensure the effective implementation of approved hospital policies, strategic plans, and programs in line with county, national health sector strategies, and Kenya Vision 2030.

Oversee financial planning, budgeting, revenue management, and expenditure control, ensuring full compliance with applicable statutory, regulatory, and public financial management frameworks.

Develop and operationalize strategic and annual work plans; negotiate, implement, monitor, and report on Performance Contract targets; and ensure timely submission of performance and statutory reports to relevant authorities.

Ensure optimal utilization, development, and management of human, financial, and physical resources to achieve the hospital’s mandate and strategic objectives.

Promote high standards of clinical governance, quality assurance, innovation, and continuous improvement in healthcare service delivery.

Initiate, strengthen, and oversee strategic partnerships and inter-institutional collaborations to enhance service delivery, research, training, and resource mobilization.

Advise and support the Hospital Management Committee on policy, operational, and strategic matters affecting the hospital.

Perform such other duties as may be lawfully assigned by the Hospital Management Committee, the County Executive Committee Member for Health Services, or the Chief Officer for Health Services, consistent with the hospital’s mandate.

Serve under a Performance Contract in accordance with applicable public service guidelines and performance management frameworks.

Qualifications or requirements (e.g., education, skills)

Job Requirements

  • Hold a Bachelor’s degree from a university recognized in Kenya;
  • Hold a Master’s degree in Medicine, Health Administration, Public Health, Business Administration, Health Systems, or a related field from a recognized institution in Kenya;
  • Have at least ten (10) years’ relevant work experience, five (5) of which must be at senior management in a level four (4) and above Health Facility
  • Demonstrate ability to lead and manage multidisciplinary professional teams within the health sector.
  • Possess strong leadership, governance, and change management skills;
  • Be a member in good standing of a relevant professional body;
  • Have thorough understanding of quality assurance within a hospital context, project analysis and evaluation, policy formulation, and relevant legislation and regulations;
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
