Responsibilities or duties

This position will be one of a team of three responsible for recruitment of Mission positions and managing the classification process for position descriptions. This includes becoming the inhouse expert on position classification, and being knowledgeable on the local employment market, developing strategic recruitment plans and outreach initiatives, maintaining candidate sourcing tools, and contacts, and liaises with local organizations, educational institutions, or other community or professional groups to promote employment opportunities at the Mission.

  • Serves as an internal consultant, advising selecting officials on recruitment standards, the USEFM hiring preference, and ensures compliance regarding EEO, nepotism, and other regulations or prohibitions. Advises interviewers on the structured interview process, EEO compliance in interviewing, and general best practices. Ensures the Mission has a user-friendly applicant website and is responsible for creating and delivering all communication to applicants. Performs recruiting functions that include but are not limited to:
  • Facilitating all pre-recruitment activities. Serving as a consultant to the selecting official. Advising and identifying the recruiting strategies, establishing hiring criteria to advertise in the vacancy, developing a recruitment timeline, providing policy guidance on employment mechanisms, requesting position authority / funding from the appropriate headquarters, the shortlisting process, and all areas of the recruitment and selection process.
  • Responsible for drafting the vacancy announcement and obtaining approvals process to advertise the position. Conducts applicant outreach in line with the discussed recruitment strategy. This includes marketing the job on social media, attending job fairs, using local and technical job sites, and other resources that are available and as needed.
  • Establishing and maintaining contacts with a variety of candidate sourcing options, such as local community or professional organizations, colleges, universities, and trade schools including alumni associations. Actively keeps abreast of new technologies and concepts in the recruitment business. Managing the search for applicants. This includes applicant education on USG hiring process, providing updates to the hiring manager(s), and adjusting recruitment strategy as needed.
  • Performing qualification analysis on the applicant pool. Ensures the USEFM hiring preference is applied when or as appropriate. Provides certificate(s) of qualified applicants to the hiring manager(s).
  • Creating and enforcing Mission policy on applicant testing. Coordinates and administers language and/or skill testing. Coordinates with off-site testing vendors when appropriate.
  • Coordinating and selecting interview questions with the hiring manager(s). Ensures interview questions are compliant with recruitment standards and EEO guidelines. Facilitating all interviews, ensuring that all candidates are asked the same questions and are treated equitably.
  • Appropriately informs candidates of Mission benefits, allowances, and Mission culture and community. Explains next steps of the selection process to candidates.
  • Drafting offer letters and assisting the HRO/MO in determining the salary. Extending the signed conditional offer of employment letter to the selected candidate(s). Partnering with post RSO on pre-employment security certification process for local candidates. Coordinates with the post Health Unit and medical vendors on pre-employment medical exams when used in line with Department policy.
  • Helps in development and maintenance of HR information resource files including but not limited to Official Personnel Folders (OPFs). Assists in ensuring all files/folders/records are properly maintained and secured, and that access is limited to authorized personnel. Extracts information from various automated and written files to generate a variety of recurring reports and statistical data for the HR section. Assists in maintaining Mission’s staffing pattern, adding/deleting authorized positions, posting all types of actions affecting employees and/or positions, such as new titles, grades, annual increases, etc., as needed. Makes recommendations if major staff restructuring is required for a specific section.
