Responsibilities or duties

Serve as the focal point for the overall delivery of all Human Resources services in Kakuma.

Qualifications or requirements (e.g., education, skills)

Bachelor’s degree in Human Resources Management or Business Administration. A Bachelor’s degree in another field with a Postgraduate Diploma in HR Management is also acceptable.

Experience needed

At least 5 years of continuous experience in a similar role, with a minimum of 3 years in a supervisory capacity.

Certified HR practitioner as per the IHRM Act. Experience with an INGO is an added advantage. Good knowledge of national labor laws and statutory requirements (Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, PAYE). Understanding of compensation and benefits strategies. Proficiency in MS Office Suite and payroll systems. Demonstrated skills in staff supervision, team building, organization and time management, verbal and written communication, analytical reasoning and conflict resolution, interpersonal relations and negotiation, report writing and cultural sensitivity. Demonstrated ability to work independently and meet tight deadlines, operate in a multicultural, multi-ethnic environment, manage projects and adapt flexibly to achieve goals, work in climatically and logistically challenging environments. Experience in conflict or post-conflict settings is an added advantage.

  • Serve as the focal point for the overall delivery of all Human Resources services in Kakuma.
  • Coordinate recruitment of functional, administrative, and support-level staff at the field office for both standard and Just-in-Time recruitments.
  • Coordinate internal mobility strategies for internally recruited staff.
  • Serve as the HR panelist for recruitment and support all localized recruitments for national and incentive staff.
  • Ensure appropriate onboarding and transition processes for all field-based staff.
  • Coordinate performance management processes for all field-based staff.
  • Provide support and advisory services to line managers regarding corrective or disciplinary actions.
  • Manage the exit process for all field-based staff.
  • Track approved professional development and career pathing objectives for field staff.
  • Support compensation and benefits strategies by coordinating localized salary surveys at least once every two years and highlighting any challenges in talent retention.
  • Directly supervise the field-based HRO to monitor all types of leave and absenteeism daily, weekly, and monthly as appropriate.
  • Maintain up-to-date records for personnel files, recruitment, leave, training, performance management, benefits, payroll, and timesheets.
  • Maintain up-to-date recruitment tracker for the County.
  • Ensure all field-based staff are registered on the payroll, with benefits service providers, and with statutory bodies.
  • Facilitate all staff trainings.
  • Ensure proper management of the exit process for all exiting field staff.
  • Provide the HR Coordinator with regular updates on relevant staff status changes.
  • Support staff and supervisors in managing grievances and disputes.
  • Conduct monthly staff meetings for training and engagement.
  • Maintain all talent acquisition and management processes on Cornerstone.
  • Manage HRIS data on Workday.
  • Process incentive staff payroll on Paymaster and provide support on the Integra system.
  • Provide bi-weekly/monthly reports to the HR Coordinator on personnel files, Recruitment, Leave, Training, Performance management, Benefits, Payroll, Duty of care and Employee relations issues.
  • Submit national staff payroll inputs to Nairobi by the 15th of each month.
  • Oversee processing of incentive staff payroll by the 20th of each month.
  • Respond to staff queries regarding pay and benefits.
  • Demonstrates a commitment to upholding the highest standards of integrity and professional conduct by preventing any form of abuse, exploitation or harassment. Promotes a safe and respectful environment for clients, colleagues and communities whilst promptly reporting any safeguarding concerns in accordance with IRC policies and procedures.
