Job Summary:

We are seeking an experienced Governance and Regulatory professional to deliver training and advisory support on institutional governance, regulatory frameworks, policy and legislative analysis, stakeholder engagement, and public-sector reform. The consultant will help participants apply governance principles to practical institutional and service-delivery challenges.

Key Responsibilities:

  • Design and deliver practical training on governance, institutional reform and regulatory management.
  • Facilitate sessions on policy and legislative analysis within the Kenyan water and natural-resources context.
  • Support the design of governance reforms, delegation arrangements and institutional alignment.
  • Facilitate stakeholder engagements and workshops involving national and county governments, agencies and partners.
  • Translate regulatory and policy requirements into practical institutional actions and decision-making tools.
  • Develop case studies, exercises and learning materials based on real governance and regulatory challenges.
  • Contribute technical input to proposals, reports and capacity-development assignments.

Minimum Qualifications and Professional Experience:

Academic Qualifications

  • Master’s Degree in Law or a related field.
  • Professional training in the relevant field of specialization is preferable.

Professional Experience

  • Minimum 10 years of experience engaging county or national government ministries, departments, and agencies in water-sector or natural-resources policy development or related activities.
  • Prior experience working on water-sector or natural-resource management issues.
  • Experience working with government partners and other public-sector stakeholders.
  • Experience in policy development, research, capacity development and related activities.
  • Experience facilitating stakeholder engagements and workshops.

Technical Competencies

Governance reform; regulatory frameworks; policy and legislative analysis; devolved governance; institutional arrangements; stakeholder engagement; public-sector capacity development.

Key Skills and Attributes

  • Strong facilitation and negotiation skills.
  • Excellent policy analysis and critical-thinking ability.
  • High-level written and verbal communication.
  • Strong understanding of Kenyan public-sector institutions.
  • Proficiency in English and Kiswahili.
  • Professional integrity and stakeholder sensitivity.

Training & Facilitation Experience

  • Proven experience as a consultant trainer, facilitator, technical adviser, or subject-matter expert.
  • Demonstrated ability to translate technical and professional concepts into practical, participant-centred learning.
  • Training of Trainers (ToT) certification is an added advantage.
  • Strong understanding of adult learning methodologies and competency-based facilitation.

Consultancy Role Focus:

Provide specialist governance and regulatory expertise for training, institutional reform, policy support and stakeholder-engagement assignments.

Mode of Engagement:

Successful candidates will be engaged as external consultant trainers on a need basis. Assignments may involve training delivery, technical advisory support, curriculum/content development, workshops, facilitation, and related consultancy services. Further details, including assignment scope, duration, and professional fees, will be provided during the initial engagement meeting.
