Advocacy and Policy Officer, Kenya Country Program

Responsibilities:

  • Contribute to the development and implementation of advocacy strategies and corresponding work plans to achieve policy change at the national and county levels for budget advocacy, RMNCH, including Global Financing Facility (GFF) related programs, Primary Health Care (PHC), and Immunization (including COVID-19 vaccine roll-out and introduction of oral cholera vaccine).
  • Cultivate and strengthen relationships with national and county level target policymakers, government and ministerial officials and staff, strategic partners, and key opinion leaders to promote priority policy changes and policy implementation including investments. Represent PATH in key technical working groups (TWG) and strategic forums at national and subnational level to contribute thought partnerships to policy making processes.
  • Provide technical and policy advisory support and thought partnerships to decision makers at national and county levels for reproductive, maternal, newborn and child health, immunization, and primary health care.
  • Provide technical assistance to civil society organizations on the development and implementation of effective advocacy strategies/initiatives or approaches at national and county level. 
    • Undertake advocacy skills building and provide technical assistance to civil society organizations and coalitions (coalitions established by or partnering with PATH) to undertake budget advocacy and tracking, and social accountability activities.
    • Maintain regular and strategic communication with coalitions and provide technical support to execute their advocacy mandates. 
    • Manage small grants for civil society organizations undertaking social accountability and budget advocacy supporting workplan development, implementation, documentation, and reporting.
  • Build and nurture partnership with county and national level policy makers, regional economic blocs’ leadership, and strategic partners to drive PATH’s advocacy agenda.
  • Document PATH’s advocacy successes and learning working closely with other advocacy experts and communications/media officers.
    • Gather evidence to support the development of advocacy material, documents, and presentations.
    • Collaborate with communications specialists across PATH to develop and disseminate innovative advocacy materials targeting policymakers, fellow advocates, and other strategic audiences. Advocacy materials may include print, digital, and multi-media formats. 
  • Develop and ensure timely submission of project reports and other in compliance with PATH priorities and policies, and donor requirements.

Required Experience
  • Bachelor’s degree and at least 5 years of relevant work experience, or equivalent combination of education and work experience.
  • Master’s degree an added advantage.
  • Prior work in direct advocacy required.  
  • Advocacy experience related to reproductive, maternal, newborn and child health strongly preferred. 
  • Experience working in Kenya required.


Program Officer, HIV Integration, USAID Nuru Ya Mtoto

 Key Responsibilities:

  • Provide technical support and mentorship in the implementation of the HIV TB service delivery component of the project at facility, sub-county and county level.
  • In consultation with Technical Advisor/s, monitor implementation of costed project work-plans at facility, sub-county, and county levels.
  • Champion use of evidence-based interventions along the continuum of HIV care services by guiding adherence to the principles of continuous quality improvement through use of data, e.g., MER indicators, HFR indicators, MPRs and SIMS reports.
  • Provide technical support for integration of the project’s technical approaches for the achievement of successful project implementation at facility level using evidence informed, innovative and best practices.
  • Provide technical support in creating and strengthening linkages and referral networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes at facility, sub-county and county levels.
  • In consultation with the Technical Advisor/s support preparation of monthly, quarterly, and other reports as may be required and submit these to the Technical Advisor/s in a timely manner.
  • Provide technical support for weekly, monthly, quarterly, semi-annual, and annual facility performance reviews, assessing progress in an objective manner in collaboration with S/CHMT.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at facility level in collaboration with S/CHMT.
  • Provide technical support for implementation and utilization EMR at facility level.
  • Participate in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with S/CHMT.  
  • Coordinate with S/CHMT on implementation of facility level HIV TB service delivery work plans.
  • Represent the project in technical forums at facility, sub-county and county level.
  • Participate in any other duties as assigned.
Required Experience
  • Clinical Officer (or equivalent qualification) with an advanced diploma with a minimum of 5 years’ experience providing direct technical support in implementation of health service delivery project with specific experience in HIV/TB projects.
  • Bachelor’s degree in health sciences and/or MPH or other master’s degree in a relevant field will be an added advantage.
  • Training on GBV minimum package of care for survivors
  • Hands on clinical experience in HIV service delivery and technical coordination.
  • Proven experience and familiarity with MOH/GOK health systems and reporting tools including EMR systems.
  • Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.
  • Computer literacy
  • Research experience, proposal and abstract writing will be a distinctive advantage.
  • Ability to work in a complex project implementation environment with multiple tasks, short deadlines, and intense pressure to perform.
  • Ability to work with a multi-sectoral team and support collaboration with multiple stakeholders
  • Ability and willingness to learn.
  • Excellent facilitation, mentorship, team building and coordination skills.
  • Experience in public speaking and professional presentations.
  • Field oriented and comfortable with a team approach to programming


Temporary International Accountant

Responsibilities:

  • Perform quality control review of Country Office financial reports and transactions to ensure the accuracy of the accounting/bookkeeping activities
  • Coordinate month-close, quarter close, and year-end close activities for assigned offices, including balance sheet reconciliations and follow up
  • Monitor bank account reconciliations and follow up on unresolved items
  • Ensure compliance with PATH policy and statutory requirements. Request clarification or additional documentation on questionable items
  • Provide guidance and support to field and program staff on accounting related tasks, policies and procedures
  • Maintain current documentation of policies and procedures for assigned areas of responsibility
  • Participate in annual external audit process, preparing work-papers and schedules as assigned
  • Support monthly, quarterly, and yearly close processes by compiling and analyzing accounting information and preparing various adjustments, journal entries and schedules as required
  • Prepare, analyze and review reconciliations of balance sheet GL accounts
  • Analyze, record, monitor and report on moderately complex to complex accounting matters and transactions, ensuring continuous compliance.  
  • Answer questions and provide support to others regarding proper accounting treatment for transactions and other finance related queries
  • Perform analysis and assist with special projects as requested by senior management
  • Work with departments outside of Accounting to ensure new initiatives are properly tracked, monitored, and reported
Required Experience
  • Strong understanding of US GAAP and/or IFRS, and accounting fundamentals
  • Minimum of 4 years’ experience working in accounting or finance field
  • Bachelor’s degree in Accounting/Finance field or similar
  • Knowledge of USAID regulations, such as 2CFR200, as well as experience working for or with global not-for-profits is a plus
  • Experience with a global ERP system with multi-currency capabilities is a plus
  • Effective communication skills both spoken and written, as well as customer service with both internal and external clients
  • Proficient in Microsoft Office products (Excel, Word, Outlook)
  • Attention to detail and ability to analyze data, research information to clarify issues, find and propose appropriate solutions
  • Strong ability to collaborate with team members from different geographical locations
  • Excellent organizational skills and the ability to manage and complete multiple projects simultaneously; capable of rapid coordination and distribution of information
  • Ability to prioritize tasks and meet policy driven deadlines, as well as ability to work independently with a high degree of reliability, accuracy and productivity
  • Ability to work flexible hours as needed for video or audit conference calls with team members in other geographical regions.
