DevOps Specialist

Primary Purpose

This position is primarily responsible for creating and maintaining an automated test environment as well as ensuring software releases meet the required quality standards according to defined policies and procedures. The position requires flexibility, innovation, initiative, good communication and interpersonal skills and confidence in dealing with different types of systems and more importantly, different types of people. This position reports to the Software Development Supervisor.

Essential Duties

  • Implementing and maintaining various development, testing, automation tools, and IT infrastructure in coordination with IT Systems Administrators.
  • Defining and setting development, test, release, update, and support processes for DevOps operation
  • Have the technical skill to review, verify, and validate the software code developed in the project.
  • Review code quality and ensure the releases meets the user and security requirements.
  • Encouraging and building automated processes wherever possible.
  • Coordination and communication within the team and with stakeholders as regards software release management.
  • Strive for continuous improvement and build continuous integration, continuous development pipeline (CI/CD Pipeline)
  • Managing periodic reporting on the progress to the management.
  • Rolling out fixes and upgrades to software, as needed.

Experience

Qualifications:

  • Five (5) years paid work experience required.
  • Four (4) years directly related specialized experience performing the essential duties is required.
  • Experience in IT software and systems management preferred

Skills

  • Experience working on Windows and Linux server-based infrastructure.
  • Excellent understanding of PHP and C#.
  • Good understanding of PHP Unit, NUnit and Selenium.
  • Ability to Configure SQL Server and PostgreSQL database servers.
  • Excellent troubleshooting skills
  • Knowledge of Jenkins or any other CI/CD Tools
  • Knowledge of Git versioning.
  • Awareness of critical concepts in DevOps and Agile principles

Education & Certifications

  • Bachelor’s Degree in IT or an additional four (4) years’ work experience in a related field required in lieu of a bachelor’s degree.

Special Requirements

  • The candidate should be of good health, willing and able to travel extensively in often difficult conditions and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.

  • A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
  • Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
  • Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

Resettlement Expert Level 2 (I)

Essential Duties

The Resettlement Expert Level II will be expected to:

  • Travel on deployment to UNHCR offices on short notice, including refugee camps
  • Complete all duties in accordance with ARDU and UNHCR Standard Operating Procedures (SOPs) including country-specific registration and resettlement guidelines of the deployment location.
  • Contribute towards identifying resettlement cases, compiling interview lists, scheduling interviews, conducting profiling and/ or Level 3 Registration (L-3 Reg.) assessments, tackling deferrals & resubmissions, as well as carrying out resettlement interviews with the goal of completing UNHCR Resettlement Registration Forms (RRFs) for review.
  • Participate in briefing deployees about the current refugee processing practices in the region they will be working in prior to the start of their deployments.
  • Train and support Resettlement Expert Level I on Profiling, Level 3 Registration, RRF Writing and Deferrals when/ as required.
  • Complete RRF Review at UNHCR offices/Bureaus.
  • Update new and verify existing refugee registration data and, ensure timely updates of all case files and database records per UNHCR SOPs and guidelines.
  • Maintain updated knowledge of current refugee situations and populations served in subSaharan Africa.
  • Be available, whilst on deployment, to answer any specific technical questions raised by UNHCR or RSC Africa colleagues regarding USRAP processing.
  • Actively participate as a member of the UNHCR team and complies with UNHCR’s security requirements.
  • Undertake additional work-related duties as agreed upon by the ARDU Management in consultation with both the UNHCR Supervisor and ARDU deployee.
  • Ensure that ARDU staff resources such as Country of Origin Information, current practices and approaches in Profiling, L-3 Reg., RRF writing, RRF review and Deferral processing are updated.
  • Communicate challenges related to casework, logistics and relationship with partners to ARDU Management in a timely manner.
  • Submit regular reports to ARDU Management to document progress against deployment goals and objectives.
  • Contribute to the development of deployment training topics, procedures and implementation.
  • Undertakes additional assigned duties while in the field or at the CWS RSC Africa office in Nairobi to support ARDU and RSC Africa, including administrative tasks.
  • Any other duties as assigned.

Experience

Qualifications:

  • Five (5) years of work experience required.
  • Eighteen (18) months of related experience, including work outside of Kenya (e.g. refugee, development or humanitarian work, training and capacity building).
  • Previous or current experience with ARDU or other deployment schemes required.

Skills

  • Demonstrated knowledge of UNHCR/ USRAP resettlement processes.
  • Knowledge of international legal framework governing refugees, human rights/ human rights law preferred.
  • Excellent interviewing and counseling skills.
  • Excellent drafting, writing and analytical skills.
  • Excellent spoken and written English; secondary language skills such as French, Arabic and other African regional languages (other than Kiswahili) is preferred.
  • Previous assessment/ monitoring and evaluations skills preferred.
  • Strong interpersonal and diplomacy skills.
  • Strong computer skills, in particular to Microsoft Office applications.
  • Excellent organizational and time management skills.
