The specific objectives of this assignment are as follows:
- Revise draft design specification of the proposed N4H Learning Components to incorporate comments from TAG and Secretariat. The design specification document will be emergent and should include, inter alia:
- Principles that underpin N4H learning processes; Identification of the core participants and beneficiaries of the learning processes;
- Articulation of the learning needs of the N4H partnership and its stakeholders A proposed set of processes and activities that would constitute the N4H learning component Identifying the resources required to implement those processes and activities;
- Recommendations for the management of the learning processes including recommendations on who should make key decisions about those resources;
- Expertise needs to ensure that learning occurs; How to build support for learning – especially learning across the country-projects and between the country-projects and the N4H partnership itself; How to develop the capacity to manage and use the learning processes;
- Development of a set of processes that deliver appropriate information to the appropriate people at the appropriate time and adaptive mechanisms to ensure uptake; Design of appropriate and adaptable frameworks and assessment criteria for observation and measurement of the value events and strategies in the learning processes.
- Criteria for assessing existing learning platforms for assessing their suitability and ability to meet the learning needs of N4H
Qualifications/special skills
- An advanced university degree in natural, social or behavioural science is required.
- A first level degree with additional two years of qualifying experience maybe accepted in lieu of Advanced degree.
- A minimum of 7 years of work experience, specifically in the areas of systemic practice, programme evaluation, developmental evaluation and organizational learning is required.
- Experience in change and process management, sustainable development, organizational development, cross-sector partnership engagement, multi-stakeholder collaboration, as well as capacity building and facilitation skills is required.
