Role Purpose

To build, operationalize, and strengthen Graceworld Foundation's MEAL systems across all programs, ensuring high-quality, ethical, and timely data drives evidence-based decision-making, program quality improvement, and credible impact reporting.

Job Summary

The MEAL Officer will serve as GWF's technical lead for Monitoring, Evaluation, Accountability, and Learning. The officer will design and manage M&E frameworks, data collection systems, accountability mechanisms, and organizational learning processes across all program sectors (Food Security, Education, Livelihoods, Health, WASH & Environment).

Key Responsibilities

MEAL Systems Design & Data Management

  • Develop and maintain program-specific M&E plans, log frames, Results Frameworks, and MEAL Plans with indicator reference sheets.
  • Design and manage data collection tools and systems including KoBoCollect/ODK forms, MIS dashboards, and beneficiary databases.
  • Maintain Indicator Performance Tracking Tables (IPTTs) for all active projects, updated monthly.
  • Ensure accuracy, completeness, and security of GWF's centralized beneficiary database.

Field Monitoring, Surveys & Evaluations

  • Design and lead baseline, midline, and endline surveys, KAP surveys, and Post-Distribution Monitoring (PDM) exercises.
  • Conduct regular field monitoring visits to verify program activities, beneficiary data, and implementation quality.
  • Manage the MEAL Action Plan Tracker and Field Visit Tracker to ensure timely follow-up.
  • Support external evaluations by coordinating data requests, facilitating FGDs/KIIs, and providing technical MEAL inputs.

Accountability, Feedback & Learning

  • Establish and manage GWF's Community Feedback and Accountability Mechanism (CFAM) in line with Core Humanitarian Standards.
  • Maintain the Accountability Tracker and ensure all community feedback is acknowledged and resolved within agreed SLAs.
  • Facilitate learning reviews, After-Action Reviews (AARs), and reflection sessions; document and disseminate findings.
  • Produce learning briefs, data dashboards, and MEAL reports to inform program adaptation and donor communications.

Reporting, Capacity Building & Ethics

  • Compile monthly, quarterly, and annual MEAL reports with data visualizations.
  • Build MEAL capacity of program staff and community data collectors through training, SOPs, and on-the-job coaching.
  • Uphold data quality standards, beneficiary informed consent protocols, and data protection across all programs.
  • Contribute to proposal development by designing M&E frameworks, SMART indicators, and MEAL sections.

Qualifications & Experience

Essential

  • Bachelor's degree in Statistics, Mathematics, Social Sciences, Development Studies, Information Management, or related field.
  • Minimum 2 years of hands-on MEAL experience within a development or humanitarian NGO.
  • Proven proficiency in designing and deploying data collection tools using KoBoCollect, ODK, or CommCare.
  • Strong quantitative analysis skills using advanced MS Excel and at least one statistical package (SPSS or STATA).
  • Practical experience establishing or managing community feedback and accountability mechanisms (CFAM/CFRM).

Desirable

  • Familiarity with donor M&E frameworks: USAID CDCS, EU logical frameworks, UN-agency IPTT formats.
  • Experience with data visualization tools (Power BI, Tableau, or advanced Excel dashboards).
  • Knowledge of GIS/spatial analysis tools (QGIS, ArcGIS, Google Earth Engine).
  • Understanding of Core Humanitarian Standards (CHS) and ALNAP accountability principles.

Core Competencies & Skills

  • Exceptional attention to detail and commitment to data accuracy and quality assurance.
  • Ability to synthesize complex data into clear, actionable insights for non-technical audiences.
  • Strong technical report writing with demonstrated ability to produce donor-ready MEAL reports.
  • Excellent training facilitation and capacity-building skills for non-MEAL staff at all levels.
  • Proficiency in English with strong written communication; Kiswahili an asset.
