Entry Requirements:

An officer at this level shall report to Senior Manager, Corporate Services 

Duties and responsibilities

  1. Advising the management on policies, strategies, procedures and emerging trends relating to ICT and software use;
  2. Initiating the formulation and implementation of ICT policies, procedures and systems;
  3. Planning, designing and implementing aligned ICT strategies for effective management of services at all levels;
  4. Submission of timely quarterly reports on Service' information communication technology
  5. Planning, monitoring and evaluation of programmes/activities within ICT;
  6. Reviewing and upgrading of ICT systems;
  7. Developing and initiating linkages with relevant institutions on ICT related issues;
  8. Safeguarding the integrity of data and information generated from the systems;
  9. Mounting efficient, effective and secure integrated network systems for revenue collection, telecommunication and management support services etc;
  10. Overseeing procurement and maintenance of ICT equipments;
  11. Drawing of ICT master plan as part of the strategic plan;
  12. Initiating formulation of a long-term strategy procurement of ICT services and equipments;
  13. Ensuring adherence to established ICT standards;
  14. Ensuring ICT Risk management and Business continuity is in place;
  15. Enforcing implementation of ICT policies and procedures;
  16. ICT Planning, Budgeting and Reporting; and
  17. Management of outsourced ICT services and service providers.
  18. Promote resource mobilization for the department
  19. Promote public values and principles
  20. Mentoring and coaching

Person Specifications

  1. Bachelor’s Degree in any of the following: Information Technology, Computer Science, Business IT, Software Engineering, Computer Engineering or their equivalent from a recognized Institution
  2. Master’s Degree in any of the following disciplines: - Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or any other relevant and equivalent qualification from a recognized Institution
  3. Served in relevant position for at least ten (10) years with at least six (6) years’ experience in a management role
  4. At least one of the following trainings Oracle developers (Forms and reports), Oracle database administration (DBA) certification, Unix/Linux training/certifications or any other trainings on implemented ERP
  5. PRINCE2, PMP or equivalent Project Management Certification
  6. At least one IT management certification CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent qualifications
  7. At least one (1) information Security certification CISM, CEH, CompTIA Security+, CISSP, GSECor other equivalent qualifications
  8. At least any two (2) certifications from relevant professional bodies in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or other equivalent qualifications from a recognized institution
  9. Member of the Computer Society of Kenya or an equivalent ICT professional body;
  10. Successfully completed a Strategic Leadership and Development Program Course or its equivalent from a recognized institution.
  11. Proficiency in Computer applications
