Entry Requirements:
An officer at this level shall report to Senior Manager, Corporate Services
Duties and responsibilities
- Advising the management on policies, strategies, procedures and emerging trends relating to ICT and software use;
- Initiating the formulation and implementation of ICT policies, procedures and systems;
- Planning, designing and implementing aligned ICT strategies for effective management of services at all levels;
- Submission of timely quarterly reports on Service' information communication technology
- Planning, monitoring and evaluation of programmes/activities within ICT;
- Reviewing and upgrading of ICT systems;
- Developing and initiating linkages with relevant institutions on ICT related issues;
- Safeguarding the integrity of data and information generated from the systems;
- Mounting efficient, effective and secure integrated network systems for revenue collection, telecommunication and management support services etc;
- Overseeing procurement and maintenance of ICT equipments;
- Drawing of ICT master plan as part of the strategic plan;
- Initiating formulation of a long-term strategy procurement of ICT services and equipments;
- Ensuring adherence to established ICT standards;
- Ensuring ICT Risk management and Business continuity is in place;
- Enforcing implementation of ICT policies and procedures;
- ICT Planning, Budgeting and Reporting; and
- Management of outsourced ICT services and service providers.
- Promote resource mobilization for the department
- Promote public values and principles
- Mentoring and coaching

Person Specifications
- Bachelor’s Degree in any of the following: Information Technology, Computer Science, Business IT, Software Engineering, Computer Engineering or their equivalent from a recognized Institution
- Master’s Degree in any of the following disciplines: - Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or any other relevant and equivalent qualification from a recognized Institution
- Served in relevant position for at least ten (10) years with at least six (6) years’ experience in a management role
- At least one of the following trainings Oracle developers (Forms and reports), Oracle database administration (DBA) certification, Unix/Linux training/certifications or any other trainings on implemented ERP
- PRINCE2, PMP or equivalent Project Management Certification
- At least one IT management certification CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent qualifications
- At least one (1) information Security certification CISM, CEH, CompTIA Security+, CISSP, GSECor other equivalent qualifications
- At least any two (2) certifications from relevant professional bodies in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or other equivalent qualifications from a recognized institution
- Member of the Computer Society of Kenya or an equivalent ICT professional body;
- Successfully completed a Strategic Leadership and Development Program Course or its equivalent from a recognized institution.
