Entry Requirements:

An officer at this level shall report to Chief Conservator of Forests

  b) Duties and responsibilities;

  1. Provide strategic leadership in the management of supply chain functions
  2. Advising the Service on Procurement Laws, policies, strategies and procedures.
  3. Initiating development of supply chain management policies, strategies and procedures.
  4. Developing and coordinating the preparation of annual procurement and disposal plans and their implementation and ensuring compliance with public procurement legal and regulatory framework
  5. Coordinating procurement and disposal activities in the Service while ensuring that they are in line with Public Procurement and Disposal Act and the Forest Act and subsidiary regulations
  6. Coordinate disposal of all forest produces in compliance with Public Procurement, Disposal Act and the Forest Act and subsidiary regulations
  7. Coordinate the disposal of obsolete assets
  8. Coordinate procurement of goods, works and services of the Service are within approved budget and procurement plan of the Service
  9. Coordinate procurement of forest establishment and management materials
  10. Ensure proper documentation of procurement proceedings and safe custody of all procurement records in line with procurement laws
  11. Generate contract documents for goods, works and services
  12. Liaising with the user department to ensure effective implementation of contracts for goods, works and services
  13. Providing secretariat to committees’ incidental to procurement of goods and services, and disposal of assets  
  14. Providing professional advice on procurement of goods, works and services and disposal of assets;
  15. Preparing statutory reports to PPRA;
  16. Reviewing   procurement needs of the Service
  17. Prequalification and updating bi-annually standing lists of registered service providers
  18. Preparing, publishing and distributing procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations for expressions of interest.
  19. Issuing procurement and disposal documents to candidates in accordance with the Public Procurement and Asset Disposal Act (PPADA) 2015 and Public Procurement Regulations 2006.

Person Specifications

  1. Bachelors’ degree in Supply Chain Management, Commerce, Economics or any other business-related field from a recognized university.
  2. Masters’ degree in supply chain management from a recognized university.
  3. Diploma in Supply Chain Management from Kenya Institute of Supplies Management or its equivalent from a recognized institution/CIPS final
  4. At least ten 10 years’ experience three (3) of which should be at management level.
  5. A registered member of Kenya Institute of supplies Management with a practicing license.
  6. Certificate in leadership course lasting not less than four (4) weeks from a recognized institution.
  7. Proficiency in computer applications
