Responsibilities or duties

The MEAL Coordinator leads the design, coordination and continuous improvement of the Sudan Country Programme's MEAL system, ensuring that programme teams and partners collect, analyse, use and report high-quality evidence in a consistent way, while promoting accountability and learning to improve programme quality and impact, and implementation of the country programme MEAL system. Additionally, s/he will work closely with Trocaire partners’ MEAL Officers and will be responsible for supporting baseline surveys, formative and operational research, development of project MEAL plans, community feedback and accountability mechanisms and development of programme MEAL reports. The candidate will be able to provide responsive technical and programme support to partners operating in complex and access-constrained environments, identifying and supporting practical and innovative solutions to monitoring and data challenges. S/he will ensure that these tasks are functional and well grounded, strengthening coordination and collaboration with all programme team and partner staff, while ensuring that MEAL is visible within projects.

• MEAL System Design, Stewardship, and Management: Leads the design, implementation and continuous improvement of the country programme's MEAL system to ensure the consistent collection, analysis and use of quality evidence across all projects. Developing and maintaining the country programme MEAL framework, with accompanying relevant processes, tools and guidance. Supporting the design of and quality assure project logframes, MEAL plans, indicator frameworks and IPTTs. Establishing and maintaining tools and approaches (such as common indicators or priority approaches) for data collection, management, analysis and reporting. Supporting the use of Kobo Toolbox as Trócaire’s digital data collection platform and support the use of other information management systems. Ensuring programme monitoring systems are aligned with organisational requirements, donor expectations and sectoral standards (such as SPHERE, GBViE, CHS). Supporting the Programme Team on measuring people reached as part of the organisational reporting. Generate, manage, and support the use of key MEAL templates (such as Output Trackers, Indicator Tracking Tables, and Report Templates).
• Programme Quality, Monitoring and Evidence Generation: Ensures that project data is accurate, reliable and useful. Supporting routine monitoring and performance tracking across projects, including through supporting project leads and partner MEAL officers in maintaining Indicator Tracking Tables and other performance documentation. In collaboration with Program Coordinators, conduct field visits to monitor programme activities against established quality frameworks through qualitative and quantitative methods. Generate and share reports with Programme Manager and the program team, supporting the use of data. Leading or supporting data quality assessments and validation processes and providing recommendations for improvement to programme teams. Supporting the design and management of project assessments, reviews and evaluations. Analysing and synthesising data to identify trends, gaps, risks and opportunities. Supporting programme teams to use monitoring data to adapt implementation and improve results.
• Partner Support and Capacity Strengthening: Works closely with partners to strengthen their MEAL capacities and support their MEAL practices. Conducting partner MEAL capacity assessments and supporting capacity strengthening plans (through existing resources and potential development of new resources). Providing technical advice, coaching and mentoring on MEAL approaches, tools and systems. Supporting partners to develop results frameworks and apply Results Based Management approaches in project documents and programme management. Supporting partners in the use of digital data collection and analysis tools (primarily through Kobo Toolbox). Strengthening partner capacity in data quality, evidence generation, reporting and learning. Supporting joint planning, monitoring and reflection processes with partners. Ensuring quality data collection through inclusive and representative strategies and the use of Washington Group short set practical tools, and other inclusion tools.
• Accountability and Community Feedback: Supports the strengthening of systems that enable communities and programme participants to provide feedback and hold the programme accountable. Support partners to operationalise community accountability in MEL mechanisms and forums as guided by the Field Coordinator. Establishing and monitoring Trócaire Complaints and Response Mechanism in all sectors and components of the operations in the programme locations. Managing complaints and feedback data and supporting appropriate referrals and follow-up through proper data management. Assessing and strengthening community feedback systems through training. Promoting the use of community feedback to improve programme quality and responsiveness.
• Learning, Adaptation and Knowledge Management: Embedding learning throughout the project cycle. Facilitating reflection, learning and programme adaptation processes. Identifying and promoting innovative and effective MEAL approaches. Learn from other organisational and external documented learning in rolling out new approaches and methods (e.g. digital data monitoring and innovative participatory M&E methods) and explore how to apply these in the region context. Documenting and disseminating lessons learned, good practices and evidence of impact. Supporting the development of case studies, learning products and knowledge-sharing resources. Ensuring learning informs programme design, implementation and strategic decision-making. Support the updating of programme data on Salesforce.
• Adaptive Programming and Remote Partner Support: Supports partners to maintain effective monitoring, accountability and learning systems in complex, insecure and rapidly changing operating environments. Providing technical support through both in-person and remote modalities. Supporting partners to adapt MEAL approaches where access, security or operational constraints affect implementation. Developing practical and innovative solutions to data collection, verification and learning challenges. Ensuring evidence generation remains feasible, ethical and context appropriate in constrained environments. Supporting programme teams and partners to use evidence for timely and adaptive decision-making.
