Job Purpose:

The Monitoring, Evaluation and Learning Officer will be responsible for the designing, implementing, and managing of the monitoring, evaluation, and learning (MEL) framework for the KAM SME Domestic Market Access project. This role requires a strategic thinker who can develop data collection systems, track program indicators across impact, outcome, and output levels while ensuring the project will generate timely, highquality evidence to inform decision-making, strengthen accountability, and drive continuous program improvement. The Officer will work closely with Projects Manager and the SME Development Officer to ensure that all program activities are adequately monitored and that lessons learned inform ongoing implementation and strategic decision-making.

Responsibilities or duties

MEL Framework Design and Implementation

  • Design and implement comprehensive M&E frameworks, plans, indicators, and results matrices aligned with project objectives and donor requirements.
  • Develop and deploy data collection tools and methodologies for baseline assessments, needs assessments, progress tracking and endline assessments.
  • Continuously refine M&E tools, methodologies, and feedback mechanisms to support organizational learning and adaptive management.

Data Collection and Quality Assurance

  • Create data collection protocols, quality assurance procedures, and guidelines for consultants and implementing teams.
  • Support the continuous data collection activities to track project outputs, outcomes, and impact.

Data Analysis and Performance Monitoring

  • Analyze quantitative and qualitative data using appropriate statistical and analytical techniques to assess performance and identify trends.
  • Produce high-quality reports, dashboards, briefs, and visualizations that clearly communicate findings, insights, and recommendations.
  • Monitor progress against targets, milestones, and benchmarks, flagging risks and proposing timely corrective actions where needed.

Reporting

  • Support field monitoring visits and data quality assessments to verify results and strengthen data integrity.
  • Support project teams in establishing and maintaining effective data management systems, databases, and reporting processes.
  • Ensure compliance with ethical standards, data protection regulations, and organizational M&E policies.
  • Contribute to project planning, review, and evaluation meetings by providing evidence-based insights and recommendations.

Knowledge Management & Institutional Learning:

  • Facilitate quarterly "Pause and Reflect" workshops/meetings with the project team, resulting in a documented "Adaptation Roadmap" that aligns project activities with emerging field data.
  • Provide the Project Manager with bi-monthly "Strategic Briefs" that recommend specific tactical shifts based on emerging data trends.
  • Impact Storytelling: Produce two "Deep-Dive Impact Stories" annually using qualitative methods (e.g., Most Significant Change) to complement quantitative data for donor reporting.

Qualifications or requirements (e.g., education, skills)

Education

  • Bachelor’s degree in Social Sciences, International Development, Statistics, Economics, or a related field.

Personal attributes and skills:

  • Demonstrated experience in monitoring and evaluation, preferably within development, SME support, or nonprofit programs.
  • Strong knowledge of results-based management, M&E frameworks, and evaluation methodologies.
  • Proven ability to conduct quantitative and qualitative data analysis.
  • Experience using data management systems, statistical software, and data visualization tools.
  • Strong interpersonal skills and the ability to work effectively with diverse teams and stakeholders.
  • High level of integrity and commitment to transparency, accountability, and learning.

Skills and Competencies:

  • Strong understanding of Kenya’s industrial base, manufacturing value chains, and green transition policies.
  • Strong understanding of international green transition policies
  • Excellent facilitation and communication skills for technical and company representatives’ audiences.
  • Solid analytical skills and ability to translate data into practical business insights.
  • Proactive, structured, and comfortable working across organizations and cultures.
  • Proficient in MS Office (Excel, PowerPoint) and sustainability reporting tools.
  • Excellent written and spoken English.
