The Ministry of Water, Sanitation, and Irrigation (MoWSI) in Kenya, with support from UNICEF (2025-2027), is focused on strengthening coordination within the WASH (Water, Sanitation, and Hygiene) sector at both national and county levels. This initiative aims to improve access to safe water, sanitation, and hygiene services, with a special emphasis on gender-responsive and climate-adaptive solutions, particularly in emergency and humanitarian contexts. 

  1. Justification and Purpose of the position

The State Department for Water and Sanitation (SDWS) seeks to employ the services of an Emergency WASH Specialist/Coordinator to manage and coordinate emergency response efforts for the State Department for Water and Sanitation. The WASH Specialist/Coordinator will be responsible for strategic planning, implementation, and coordination of emergency preparedness and response activities, ensuring projects are aligned with the state departments protocols and humanitarian principles in close consultation with the Director Sanitation Management and Head of Development Cooperation over a period of 12 months. In addition, the WASH Coordinator will coordinate the emergency response activities with other relevant Ministries including Ministry of Health, Education and County Governments, UNICEF and CSOs supporting WASH activities.

Key duties and responsibilities

  1. Acts as the State Department’s emergency planning, Preparedness, response, recovery and Disaster Risk Reduction focal point.
  2. Support the WASH Sector to develop Contingency, Preparedness and Response Plans in collaboration with other line ministries, Counties and Sector partners
  3. Provide leadership to the WASH Sector coordination to ensure regular, effective and timely coordination of WASH activities and Sector partners
  4. Support the WASH Sector Information management to ensure timely reporting of the Sector achievements, gaps and lessons learned in collaboration with the WASH Information management Officer and ensure follow up of key action points
  5. Regular contextual analysis and monitoring of humanitarian situations, trends and developments in the country, regional and county situations with a potential spill-over effect and sharing a situation report (Sitrep) to inform decision-making.
  6. Effective follow up, collection and collation of available data regarding the evolving emergency from different sources including NDMA, MOH, NOC, Meteorology Department, WRA etc and its implications on the Water, Sanitation and Hygiene.
  7. Undertakes field staff support to ensure the emergency preparedness, response and recovery is in-line with the core humanitarian standards, WASH standards and other relevant national and international standards.
  8. Develop a database of Government and non-Governmental stakeholders and organize regular  emergency coordination meetings by developing briefing notes, note taking, keeping action trackers and regular dissemination and follow up of recommendations.
  9. Participates in the preparation, review and quality assurance of various humanitarian documents.
  10. In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance on Water, Sanitation and Hygiene and linkages with other sectors coordination platforms such as Nutrition, Health, NDMA and NDOC
  11. Assists the State Department to undertake technical assessment including Kenya Inter-Agency Rapid Assessment (KIRA) of local emergency situation on Water, Sanitation and Hygiene in collaboration with other stakeholders and line Ministries
  12. Participates in reviewing, implementing and monitoring the emergency preparedness and response plan for Water, Sanitation and Hygiene as necessary.
  13. Collects and analyses lessons learnt from emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions for Water, Sanitation and Hygiene as necessary and advocate for Climate resilient WASH services. 
  14. Focus and engage in advocacy initiatives, to give disaster risk reduction precedence by the State Department.

Deliverables

  1. Monthly report of the humanitarian situation in the country and its implication on access to water, sanitation and hygiene services. 
  2. Monthly Emergency Response and Disaster Risk Reduction Reports. 
  3. Emergency Response and Disaster Reduction Strategy
  4. Implementation Plan for the Emergency Response and Disaster Reduction Strategy
  5. Report on coordination of emergency preparedness and response activities.
  6. Database of Operational Presence of WASH Sector Partners
  7. Monthly WASH Sector Coordination meeting Minutes/action points 

Key Qualifications:

  1. Minimum bachelor’s degree in civil engineering, Water Resources Engineering, Sanitary Engineering, Water Sciences (Hydrology, Hydrogeology, Water Quality), Public Health or related field.
  2. Minimum 8 years’ relevant work experience in WASH sector project management and coordination.
  3. Registration with relevant Professional bodies
  4. Experience and skills in various thematic areas of WASH in emergencies and development settings. 
  5. Field experience working in the ASAL region of Kenya and on multilateral agency funded projects is highly desirable. 
  6. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of development partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
  7. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.), email/internet, familiarity with database management; and office technology equipment.
  8. Skills in data formulation and analysis, technical report writing, team and budget management is highly desirable
  9. Working experience on Environmental, Social, Health and Safety protocols is an added advantage.
  10. Experience in Climate Resilient WASH services and Humanitarian-Development-peace Nexus
