Although the Teachers Service Commission was established in 1967, its history dates back to the 1950s when teachers led by retired President Daniel T Moi vigorously fought for the formation of one teacher body. Following the formation of the first teachers union in Kenya - the Kenya National Union of Teachers (KNUT) in 1957 there was sustained agitation for the creation of an umbrella body to manage the affairs of all teachers. At the time, teachers were employed by either; missionaries, local authorities or the Central Government which led to a great disparity in remuneration and other terms and conditions of service. In 1964, The Kenya Education Commission Report (The Ominde Report) strongly supported the need for a competent, respected and contented teaching force. As a result of these factors, the Teachers Service Commission was formed in July 1967 through an Act of Parliament to give teachers one employer and uniform terms and conditions of service. It was charged with the mandate of registering, employing, promoting, disciplining and paying teachers.

Deputy Director Planning and Research, TSC Grade 5

Position Summary

The Deputy Director, Planning and Research will be responsible for the development of research policies, strategies and plans; coordinating the design of research methodologies; development and management of research systems and instruments; undertaking research and promoting innovations. It will also be responsible for providing technical support in the development, monitoring and
evaluation of the Commission’s Strategic Plan, formulation of relevant policies and administration of Performance Contracting.

Requirements for appointment

For appointment to this grade, a candidate must have: -

  • Served in the grade of Assistant Director, Planning Policy Research and Innovation for a minimum period of three (3) years or in an equivalent position for a minimum continuous period of twelve (12) years
  • Bachelor’s degree in any of the following fields: Economics, Statistics, Economics and Mathematics, Economics and Statistics or equivalent qualification from a recognized institution;
  • Master’s degree in any of the following fields: Economics, Statistics, Mathematics, Public Policy, Project Planning and Management or equivalent qualification from a recognized institution;
  • Possess certification in Quantitative and Qualitative research methods;
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • Met the requirements of Chapter six (6) of the Constitution;
  • Certificate in computer application skills; and
  • Demonstrated merit and ability as reflected in work performance and results.

Competencies Required

  • Ability to influence direction and strategic thinking;
  • Ability to make quality decisions, building partnerships, leading and empowering others, managing performance, managing resources.
  • Possess a minimum of seven (7) years continuous experience in Research in a reputable organization;
  • Demonstrate working experience in progressive data management and research responsibilities in a Research unit;
  • Demonstrate familiarity with a variety of research field's concepts, practices, and procedures as reflected in work results;
  • Have working industry knowledge of relevant emerging research trends and practices;
  • Demonstrate good experience in research dissemination processes including presentations;

Duties and Responsibilities

The Deputy Director Policy Planning and Research will be answerable to the Commission Secretary for the management of Policy Planning and Research Function.

Duties and responsibilities at this level will entail: -

  • Proposing to the Commission secretary the key priority areas for research in liaison with various service areas;
  • Assessing the scope of research projects and ensuring they are on time and within budget.
  • Coordinating the formulation of research and development proposals;
  • Developing resource mobilisation proposals for sourcing of grants to support research;
  • Providing technical support to service areas in developing research proposals;
  • Disseminating both national and international research findings to the relevant stakeholders;
  • Development of publications on different topical areas relevant to the organizational contributions to the body of knowledge;
  • Publishing the research findings that have been carried out after dissemination to the relevant stakeholders in journal so as increase awareness and information on the researched issue.
  • Reviewing and sharing TSC research and academic journals in various areas for knowledge management of the institution and enhancing development quality programmes
  • Establishing effective mechanisms for generation of research intelligence to inform policy and domestication processes.
  • Overseeing the provision of technical services by developing long-range plans, analysing current policy status and identifying gaps;
  • Directing budget preparation and expenditures of the Division and recommending future funding requirements;
  • Supervising and appraising staff in the Division.

 

Accountant I - 4 Positions

Requirements for appointment

Applicants must have the following: -

  • Kenya Certificate of Education (KCSE) Mean grade of C (Plain);
  • Bachelor’s degree in any of the following disciplines: - Commerce (Accounting option), Business Administration (Accounting option) or equivalent qualification from a recognized institution;
  • Certified Public Accountants (CPA) Part II or Association of Chartered Certified Accountants (A.C.C.A) level II;
  • Certificate in computer applications skills; and

Duties and Responsibilities

  • This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Specific duties and responsibilities will entail:
  • Verifying and controlling vouchers/authorized data sheets to ensure accuracy of records and that they comply with the laws and regulations;
  • Ensuring receipt for direct credits to the commission and obtaining an official receipt from the cashier;
  • Verifying overpayment notifications;
  • Ensuring debtors portfolio is regularly updated;
  • Ensuring expenditure is charged into specific vote book accounts;
  • Preparing monthly expenditure reports; and
  • Ensuring facilitators are paid according to agreements.

 

Human Resource Officer I, TSC Grade 9 - 14 Positions

  • Bachelor’s Degree in Human Resource Management; OR Bachelor’s Degree in Social Sciences plus a Diploma in Human Resource Management;
  • Must be a professional member of IHRM

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Specific duties and responsibilities will

Clerical Officer III - 10 Positions

Deputy Director Human Resource Development TSC Grade 5

Position Summary

The position will be responsible for: implementing and promoting the best human resource function which involves the development of both teachers and secretariat staff, identification of training needs, preparation and updating of skills inventory, preparation of training projections, training, general co-ordination of training activities, monitoring, and evaluation as well as assessing the impact of training for the Commission and managing the resource centre.

Requirements for Appointment

For appointment to this grade, an officer must have: -

  • Served in the grade of assistant director for a minimum period of three (3) years or in an equivalent position for a minimum continuous period of twelve (12) years;
  • Bachelor’s degree in Human Resource Management from a recognized institution;

or

  • Bachelor’s degree in social sciences, education, business administration, or a related field from a recognized institution plus a Diploma In Human Resource Management;
  • Master’s degree in any of the following fields: human resource management, human resource development, education, business administration or equivalent qualifications from a recognized institution;
  • Training of trainers (ToT) certificate from a recognized institution;
  • Certificate in leadership course lasting not less than four (4) weeks from a recognized institution;
  • Certificate in computer applications skills;
  • Met the requirements of chapter six of the constitution; and
  • Demonstrated merit and ability as reflected in work performance and results

Duties and responsibilities

The Deputy Director Human Resource Development will be answerable to the Director HRM&D for the management of Human Development Function.

Duties and responsibilities at this level will entail: -

  • Overseeing the development and implementation of the human resource development strategy;
  • Overseeing the preparation of the training budget;
  • Developing training and development policies and procedures;
  • Overseeing the divisional and individual work plans in the division;
  • Ensuring implementation of training programmes;
  • Providing leadership in competency needs assessment;
  • Developing and reviewing the competency framework for the secretariat staff;
  • Providing leadership in the management of staff performance appraisal process in the division;
  • Ensuring maintenance of skills inventory for secretariat staff;
  • Ensuring implementation of induction programmes for new employees;
  • Overseeing training needs analysis;

 

Deputy Director, Labour and Industrial Relations TSC Grade 5

Position Summary

This position is responsible for coordinating the development and implementation of strategies, policies, procedures and programmes designed to govern the Commission’s relationship with its social partners, stakeholders and employees in matters touching on Labour and industrial relation in compliance with the prevailing Labour Laws. It is also responsible for coordinating strategies aimed at enhancing industrial harmony in the teaching service as well as effective representation of TSC in courts of law and other contractual engagements. For appointment to this grade a candidate must have: -

  • Served in the grade of Assistant Director (Legal Services) for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of twelve (12) years;
  • Bachelor of Laws Degree (LLB) from a recognized institution;
  • Master’s degree in any of the following fields: Law, Labour relations or equivalent qualification from a recognized institution;
  • Postgraduate Diploma in Law from the Kenya School of Law;
  • Current Advocates Practicing certificate;
  • Certificate in a Leadership Course not lasting less than four (4) weeks from a recognized institution;
  • Met the requirements of Chapter six of the Constitution;
  • Certificate in computer application skills; and

Duties and Responsibilities

The Deputy Director Labour and Industrial Relations will be answerable to the Director Legal, Labour & Industrial Relations for the management of Labour Industrial and Relations.

Duties and responsibilities at this level will entail: -

  • Coordinating the development and implementation of the labour and industrial relations strategy, geared to the execution of the Commission’s overall strategic plan;
  • Leading in the preparation of the divisional annual work plan to facilitate the implementation of the Commission’s labour and industrial relations strategy within the set timelines while maintaining the standards of quality;
  • Leading in the development of policies, systems and procedures that contribute to the legal framework to strengthen the provision of industrial relations services;
  • Coordinating the implementation of the division’s budget by ensuring efficiency and effectiveness in the administration of the institution’s financial resources;
  • Leading in the preparation, implementation and submission of the divisional Quarterly Reports;
  • Coordinating the identification and sensitization of the staff on all labour and industrial relations risks arising from legal suits and policies and procedures executed by the Commission;
  • Organizing and coordinating research on the best labour practices, labour instruments, conventions, labour laws in the labour market;
