Job Purpose

To monitor and supervise the implementation of Gulf Energy E&P BV (GEBV E&P ) policies and procedures across all field operation sites. Providing advice, support, and training in the development and execution of operational safety plans and procedures in compliance with the organization’s EH&S Management System and Kenyan statutory requirements, while exercising functional HSE authority and oversight over all activities within the area of responsibility.

Principal Accountabilities

  • Support implementing the requirements of GEBV E&P Environment Health & safety policies and procedures in compliance with the organization’s Health Safety & Environment Management System, national regulations and International Oil & Gas Producers (IOGP) Safety Rules in field operations.
  • Provide technical advice and support in relation to the development, implementation and monitoring of EH&S plans and procedures.
  • Assist Field Operations team to implement accident-prevention and environmental impact activities on site.
  • Advise on compliance matters with Gulf Energy’s policies and local regulatory EH&S requirements as well as good industry practice. Carry out monitoring, inspection, reporting and resolution of audit issues.
  • Implement risk management procedures in respective operations, monitor Permit to Work, Job Safety Analysis and maintain risk registers.
  • Conduct incident investigations and develop corrective action plans.
  • Actively monitor, audit and maintain reports on HSE activities and performance indicators for both GEBV E&P and contractor operations.
  • Provide functional HSE skills coaching through training and mentoring e.g. fire regulations, hazardous substances, noise, safeguarding machinery, use of PPEs and occupational diseases.
  • Implement Gulf Energy’s HSE operational assurance processes and inspections.
  • Prepare daily, weekly, and monthly HSE reports.
  • Assist in the development, evaluation, review and upgrading of Gulf Energy’s safety programs.
  • Other duties as assigned by the immediate supervisor

Qualification & Experience

  • Bachelor’s degree in safety /environmental sciences, Engineering, or a related field.
  • NEBOSH certificate or equivalent
  • At least 5 years of HSE experience in the extractives industry, preferably in onshore oil and gas exploration.
  • Implementation of Health Safety and Environmental requirements in active large field operations such as upstream oil and gas operations will have added advantage.
  • Fluency in English. Working knowledge of Swahili an added advantage.
  • Knowledge of ISO safety, quality and environmental standards
  • Firefighting & HSE basic courses (preferred)
  • Auditing and Root Cause investigation technique
  • Project management
  • Quality control and assurance.
  • Certified risk assessor, would be an advantage
