JOB SUMMARY
The Operations Manager is responsible for overseeing and coordinating all operational activities across the company's various departments to ensure efficient, effective, and profitable execution of road construction and maintenance projects. This strategic role involves managing cross-functional teams, optimizing resource utilization, ensuring operational excellence, implementing process improvements, and maintaining high standards of quality, safety, and customer satisfaction. The Operations Manager serves as a central coordination point between all departments and plays a critical role in achieving the company's strategic objectives.
KEY RESPONSIBILITIES
Overall Operations Management
- Oversee and coordinate daily operations across all departments including Projects, Transport, Workshop, Finance, HR, and Procurement
- Develop and implement operational policies, procedures, and systems to improve efficiency and productivity
- Ensure seamless integration and collaboration between departments
- Monitor and evaluate departmental performance against set targets and KPIs
- Identify operational bottlenecks and implement solutions to enhance workflow
- Establish and maintain operational standards and best practices
Project Coordination & Oversight
- Coordinate planning and execution of road construction and maintenance projects
- Ensure projects are delivered on time, within budget, and to required quality standards
- Monitor project progress and address any issues or delays promptly
- Coordinate resource allocation including equipment, materials, and manpower across multiple projects
- Liaise with project managers to ensure operational support and resolve challenges
- Review and approve project schedules, work plans, and resource requisitions
Resource Management & Optimization
- Optimize utilization of company resources including equipment, vehicles, materials, and personnel
- Develop resource allocation strategies to maximize efficiency and minimize idle time
- Monitor equipment availability, maintenance schedules, and deployment
- Coordinate with Transport Manager to ensure adequate vehicle availability for projects
- Oversee workforce planning and deployment across projects
- Identify resource gaps and recommend investments in equipment or personnel
Procurement & Logistics Oversight
- Advise on and oversee procurement processes for materials, equipment, spare parts, and services
- Review and advise on purchase requisitions and orders
- Advise on and monitor timely availability of materials and supplies to avoid project delays
- Provide guidance on negotiations with suppliers and contractors for competitive pricing and favorable terms
- Advise on supplier performance and support maintenance of strong vendor relationships
- Advise on inventory management systems to optimize stock levels
Budget Management & Cost Control
- Prepare and manage operational budgets for all departments
- Monitor operational expenditures and ensure cost control measures are in place
- Analyze cost variances and implement corrective actions
- Identify cost-saving opportunities without compromising quality or safety
- Review and approve operational expenses within authorized limits
- Prepare financial reports on operational performance for management
Quality Assurance & Standards
- Establish and enforce quality standards for all construction and maintenance work
- Implement quality control procedures and inspection protocols
- Monitor compliance with technical specifications and contract requirements
- Address quality issues and non-conformances promptly
- Coordinate quality audits and implement improvement actions
- Ensure all work meets client expectations and industry standards
Safety, Health & Environment
- Support the Loss Control Manager in implementing safety policies and programs
- Ensure all operations comply with health, safety, and environmental regulations
- Promote a strong safety culture across all departments
- Monitor safety performance indicators and drive continuous improvement
- Ensure proper investigation and follow-up of accidents and incidents
- Verify that all personnel have required safety training and PPE
Client & Stakeholder Management
- Maintain strong relationships with clients and ensure high levels of customer satisfaction
- Address client concerns, complaints, and feedback professionally and promptly
- Coordinate with clients on project requirements, changes, and progress updates
- Manage relationships with government agencies, regulatory bodies, and local authorities
- Represent the company at client meetings, site inspections, and handover ceremonies
Team Leadership & Development
- Provide leadership and direction to department heads and operational staff
- Foster teamwork, collaboration, and effective communication across departments
- Conduct performance evaluations and provide constructive feedback to direct reports
- Identify training needs and coordinate capacity building programs
- Mentor and develop talent within the organization
- Address employee relations issues and promote a positive work environment
Strategic Planning & Reporting
- Contribute to the development of company strategic plans and operational strategies
- Prepare comprehensive operational reports for senior management
- Analyze operational data and provide insights for decision-making

QUALIFICATIONS AND REQUIREMENTS
Education
- Bachelor's degree in Operations Management, Business Administration, or related field
- Professional certification in Project Management (PMP), Operations Management, or related discipline (advantageous)
- Registration with relevant professional bodies (Engineers Board of Kenya, Institution of Engineers, etc.) is an advantage
Experience
- Minimum 7-10 years of progressive experience in operations management
- At least 5 years in a senior management role with cross-functional responsibilities
- Extensive experience in the construction industry, specifically road construction and civil engineering
- Proven track record of managing multi-departmental operations and large teams
- Experience in budget management, resource optimization, and cost control
- Demonstrated success in process improvement and operational excellence initiatives
