Background

The Kenya Institute of Curriculum Development (KICD) was established by the Government of Kenya on the 14th of January 2013 under an Act of Parliament-Act No.4 of 2013, to provide research based curricula and curriculum support materials responsive to the needs of the society.

Duties and Responsibilities

• Coordinate and oversee security and safety matters at KICD, including implementation and review of security policies, procedures, standards and operational measures.
• Develop, implement and review the Institute’s security risk management framework, disaster management and emergency preparedness programmes, and annual security audit plans.
• Conduct periodic security reviews, inspections and audits to assess compliance with established standards, identify vulnerabilities and recommend appropriate security and risk mitigation measures.
• Coordinate security intelligence, investigations and management of security incidents, and liaise with relevant security agencies and authorities on investigations, prosecution and other security matters.
• Develop and implement measures to prevent unauthorised access, protect Institute personnel, assets and facilities, and enhance overall security and safety.
• Supervise and monitor contracted security officers and ensure effective deployment, performance, discipline and compliance with KICD security requirements.
• Liaise with relevant security agencies to facilitate training, capacity building and professional development of security personnel.
• Coordinate the preparation and submission of periodic security reports, including quarterly reports, and provide recommendations on emerging security risks and required interventions.
• Maintain accurate security records, incident reports, audit findings and other relevant security documentation to support monitoring, accountability and decision-making.
• Perform any other duties and responsibilities as may be assigned by the supervisor in furtherance of the Institute’s mandate.

Qualifications and Experience

• Cumulative service period of nine (9) years’ relevant work experience, three (3) of which must have been at the grade of Security Officer I, KICD Grade 6 or comparable position;
• Bachelor’s Degree in Criminology or an equivalent qualification from a recognized Institution;
• Served in the discipline forces at the rank of Inspector or an equivalent position;
• Undergone a six (6) weeks Security Investigation Course at the DCI Training School or an equivalent security training from a recognized Institution;
• Certificate of Good Conduct from the National Police Service;
• Management course lasting not less than 4 weeks;
• A person of high integrity with no criminal record;
• Proficiency in computer applications; and
• Demonstrated professional competence in security work as reflected in work performance and results.
