Entry Requirements:
An officer at this level shall report to Manager Supply Chain Management.
Duties and Responsibilities
- Coordinating procurement of goods, services and works in line with Public Procurement and Asset Disposal Act 2015 and Regulations
- Assist in crafting supply chain management strategies, policies and procedures
- Assist in review supply chain management policies and procedures
- Assist in Formulating policies that ensure maximization of value for money in procurement processes.
- Preparing, publishing and distributing procurement and disposal opportunities including invitation to tender, prequalification and expression of interest.
- Preparing and publishing notices of award and notices of tender acceptance.
- Preparing and issuing rejection and debriefing letters.
- Generating contract variations and modification to documents.
- Implementing decisions of procurement and disposal committees.
- Monitoring contracts management by the user department
- Coordinating preparation of consolidated procurement plans.
- Oversee inventory and asset management.
- Oversee disposal of obsolete and unserviceable assets
- Assist in Disposal of Forest Produce as per regulations
- Assist in drawing performance contracts for the department
- Contract negotiations
- Draft professional opinion to inform award decisions
- Ensure availability of procurement opportunities for disadvantaged groups
- Co-oordinating the receiving and opening of tender documents.
- Preparing and publishing notices of award and notices of tender acceptance.
- Preparing and issuing rejection and debriefing letters.
- Ensuring that all incoming goods, services and works are inspected and conform to the user specifications.
- Maintaining and archiving documents and records of the procurement and disposal activities for the required period.
- Providing information, as required, for any petition or investigation to debar a tenderer or contractor or any investigation under review procedures.
- Implementing the decisions of procurement and disposal committees, including coordinating all activities of these committees.
- Liaising with the Public Procurement Regulatory Authority and other bodies on matters relating to procurement and disposal.

Person Specifications
- Bachelors’ degree in Supply Chain Management, Commerce, Economics or any other business-related field from a recognized university.
- Masters’ degree in supply chain management from a recognized university.
- Diploma in Supply Chain Management from Kenya Institute of Supplies Management or its equivalent from a recognized institution/CIPS Final
- At least eight (8) years’ experience three (3) of which should be at supervisory level.
- A registered member of Kenya Institute of supplies Management with a practicing license.
- Certificate in senior management course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications
