Job Purpose

  • The Programme Accountant will be responsible for maintaining accurate and up-to-date financial records, ensuring compliance with financial management policies, and supporting the preparation of financial reports in line with Government of Kenya (GoK) and IFAD requirements. The role involves close collaboration with Finance Specialist, programme teams, county finance officers, and implementing partners to ensure accountability, transparency, and timely disbursement of funds.

Key Responsibilities

  • Maintain proper books of accounts using approved accounting software (e.g., QuickBooks, Sage, Pastel). Prepare monthly bank reconciliations, cash flow statements, and expenditure reports. Track expenditures against approved budgets and prepare variance analyses.
  • Assist in the preparation of quarterly and annual financial reports for internal and donor review. Support the development and monitoring of Annual Work Plans and Budgets (AWPBs). Process payments and ensure proper documentation and authorization of all transactions. Prepare payment vouchers and facilitate timely disbursement of funds to counties and implementing partners. Monitor advances and ensure timely accountability and liquidation. Coordinate with programme teams and procurement staff to align payments with activity schedules and contract milestones.
  • Ensure compliance with GoK and IFAD financial regulations, including the Public Finance Management Act and IPSAS. Maintain a well-organized filing system for all financial documents (vouchers, contracts, invoices, reconciliations). Support internal and external audit processes by preparing documentation and implementing audit recommendations. Maintain accurate records of all project assets and support asset verification exercises.
  • Other Duties Undertake any other duties assigned by the NPC

Academic Qualifications/Professional Skills/Expertise:    

  • Bachelor’s degree in Accounting or a related field from a recognized institution. CPA(K) qualification and a membership in ICPAK in good standing. Applicable Professional Experience Minimum of five (5) years of progressive accounting experience, with at least 3 years in a similar GoK/donor-funded projects. Hands-on experience with accounting software and financial reporting systems.
  • Strong knowledge of IPSAS and public sector financial management practices.
  • Proficiency in MS Excel (including advanced functions), Word, and financial management systems. Competencies and Skills Excellent organizational, analytical, and documentation skills. High level of integrity, attention to detail, and commitment to transparency. Ability to work under pressure and meet tight deadlines
