SEI is looking for a:

Programme Coordination & MEAL Officer

The position holder will work with colleagues in SEI Africa’s energy and climate services cluster in Nairobi, directly support the Climate Services Lead, and report to the Energy and Climate Change Cluster Lead at SEI Africa, working closely with the Program and MEL Coordinator. He/she will provide critical support for the delivery of current and new research and capacity-building initiatives, primarily focused on implementing ENACTS (Enhancing National Climate Services). Current ENACTS-related work includes Ethiopia, Malawi, Nigeria, and Pakistan, with expansion expected to other countries.

Work will involve collaborating with SEI staff and ENACTS partners to conduct research and deliver analyses, reports, and, as appropriate, contributions to formal peer-reviewed publications in the area of climate services. An important part of the position will be to coordinate and support ENACTS research and capacity-building activities with partner organizations in relevant countries. The Programme Coordination & MEAL Officer will work closely with the leaders of other clusters and will be under the overall supervision of the SEI Africa Centre Director.

Summary of responsibilities

1. Programme Coordination

  • Facilitate, develop materials for, and participate in research and capacity building meetings, workshops and trainings, involving in-region travel, primarily in Africa and coordination with partners and stakeholders
  • Monitors and reports to the Cluster Lead, and all project managers on the progress of relevant projects
  • Supports Cluster lead in communicating with funders and project partners representing project leads
  • Coordinates and contributes to preparing proposals, project reports and outreach materials (including web features and newsletters), as needed
  • Presents project activities and progress at meetings and other engagements, speaks/responds on behalf of the project in discussions with partners, and steers project activities forward when the project lead becomes unavailable.
  • Ensures the centre project management is updated with precise project information according to donor agreement and amendment.
  • Ensures time planning of Cluster team members are correctly updated in the centre time management system.
  • Ensures monthly timesheets are approved as per allocation
  • Ensures the monthly sharing of the project budgets and financial reports based on the update in the centre project management tracker and ensures review by project managers regarding resource spending and planning.
  • Supports the team in planning and project implementation, for example by taking minutes of meetings and assisting in event organization.
  • Actively oversees implementation, reporting, monitoring and learning of projects and results. Documents to aid in the delivery of research projects (e.g. agenda, minutes, workplans, coordination and proposal development frameworks, financial and/or narrative reports, proposals) are supported.
  • Performs other tasks that might be assigned by the team leader/senior research fellows..

2. MEL

  • Provide technical leadership in the design, development, planning, budgeting, and implementation of the project MREAL frameworks
  • Supports the design and implementation of MEAL result frameworks and ‘Theory of Change’ for all cluster programmes.
  • Supports the integration of MEAL in project design, implementation, and reporting.
  • Supports the implementation and optimization of online solutions for MEAL projects and programmes.
  • Oversees data collection, assess project progress and results, and generates insights to refine project design and implementation.
  • Timely and appropriate monitoring and evaluation of projects is done including generating related reports.
  • Correctness of data input into the center project management tracker and time management systems.
  • Updates cluster project results frameworks as needed.
  • As appropriate, trains and guides partners and stakeholders in MEAL and field monitoring.

3. Fundraising & Partnerships

  • Provides support to proposal development by ensuring the internal project management tool process and advising on donor requirements.
  • Assists in building and expanding strategic partnerships and networking with governments, civil society organizations, the private sector and donors in implementing research project activities and developing new research projects.
  • Supports in preparing documents (e.g. agenda, work plan, reports, publications, proposals) related to research projects as assigned.
  • Performs other tasks that might be assigned by the Project Leader, Line manager and the team.

Requirements

  • At least 4 years of experience with a Bachelor’s degree or 2 years with a Master’s degree in Project Management, Monitoring and Evaluation, Development Studies, or related fields.
  • Experience in working with both government and international non-profit/research institutes. Experience with climate or environmental issues.
  • Experience in administration and coordination on diverse and complex issues.
  • Experience in organizing events and logistics.
  • Some knowledge of budget planning and resources management.
  • Excellent communication and coordination skills.
  • Good command of English both written and spoken.

Terms and conditions

  • This is a Locally Recruited Position (LRS). CIFOR-ICRAF offers competitive remuneration in local currency commensurate with skills and experience.
  • The appointment will be for a period of two (2) years, inclusive of a six-month probationary period, with the possibility of extension contingent upon performance, continued relevance of the position and available resources.
  • The duty station will be in Nairobi, Kenya.
