JOB DETAILS:
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world.

Overall purpose of the role:
The overall responsibility of the Protection Officer is to is to technically lead and oversee social protection work in an Economic Inclusion and Social Protection 3 years funded project by BPRM in Nairobi county and hopefully in its expansion to Nakuru and Mombasa subject to funding availability and intervention outcomes including lessons learned in its Nairobi implementation in year one. The International Labour Organization (ILO) with the United Nations Refugee Agency (UNHCR) and the Danish Refugee Council (DRC) have come together to work on a project that will seek to promote pathways to economic inclusion and social protection for urban refugees and host communities in Kenya. Under the technical supervision of a Project Coordinator, the Protection Officer is to provide strategic and technical contribution in the day to day implementation to ensure sound deliverables of all social protection tasks within the project context and design and closely work with other urban project teams to enhance programmatic integration and complementarities. In addition, he/she will undertake other duties relevant to the success of the project as assigned by the Project Coordinator in a matrix line management arrangement with the Urban Area Manager and technical coordination with DRC Country/or Regional Sector Coordinators to ensure the project expectations are met.

Responsibilities:

R1: Project Management, Technical Development & Monitoring and Evaluation:
• Support to engage networks and stakeholders across programs and partners to conduct an assessment to determine the opportunities and challenges around refuges access and right to work.
• Contribute and support the production of communication materials to support in dissemination of findings from the assessment/or advocacy for refugees’ access to work and provide refugees a platform to share their experience and solutions
• Support to conduct a rapid assessment of barriers and opportunities for refugees’ access to ID and sim cards
• Organize stakeholder dialogue to discuss and disseminate results of rapid assessment from refugeed access to ID and sim cards.
• Lead and provide support on pilot models of SOPs to inform refugees access to IDs and sim cards - community meetings and ongoing support for refugees
• Coordinate and collaborate with Economic Recovery Project Officer to conduct/lead a component of the business assessment of existing BDS (business development skills) and financial service providers and training needs of refugees and vulnerable host communities
• Work closely with UNHCR, ILO, and the National Government to ensure refugees and other stakeholders are sensitized on the National Government Social Register.
• Support the Government during the listing of the households and registration of the interested households to be targeted during the awareness and sensitization period on the project
• Support the launch of campaign to raise awareness of refugees' rights and ways to access social protection schemes.
• Support pilot schemes to align cash support to urban refugees with national social protection schemes (support the elderly/PSN/refugee child welfare on protection and basic needs).
• Promote sector learning and knowledge management in the protection as linked to social protection through collating findings/ information collected from the field as well as routine monitoring to draw lessons.
• Ensure provision of professional and confidential protection - psychosocial services to survivors of GBV and other beneficiaries through a survivor-centered case management approach.
• Contribute in design and development of sector concept notes and proposals.
• Work closely with the Economic Recovery Officer, Gender, MEAL and Advocacy & Communication teams to enhance program integration and showcase impact through well-thought-out strategic strategies
• Submit timely and high-quality activity and donor and internal progress reports.
• Lead social protection sector in project kick-off, review and project closure meetings including periodic program review and planning meetings and external meetings as often and as requested by the supervisor.
• Conduct progressive protection monitoring and follow ups to check on progress of target communities and individuals with various individual protection, GBV and PSS issues that are affecting their full engagement in the project.

R2. Coordination & Representation:
• Contribute to develop and maintain effective working relationships with all stakeholders, including urban refugee and host community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
• Promote collaboration and synergy between urban refugee focused interventions and the host communities.
• Actively participate and maintain a strong working relationship with social protection cluster and related working groups to support the provision of quality services to persons of concern.

R3. Budget Management:
• Support in ensuring sound budget expenditure and adherence to DRC financial procedures and donor requirements as related to the social protection sector.
• Assist to draft spending plans, procurement plans, and work plans based on social protection activities and budgets.

Experience and technical competencies:
• Minimum 2 to 3 years of relevant field experience in implementation of projects focusing on providing support in an economic inclusion and social protection programming in an International NGO’ or other relevant agency.
• Good understanding of project cycle management.
• Experience working and knowledge in urban displacement responses and in multi-sectoral interventions including working with diverse communities.
• Good planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
• Understanding of IT and ERP tools commonly used in NGOs
• Good analytical, communication and planning skills.
• A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other relevant project stakeholders.
• Agile, self-starter with an ability to work autonomously and in a team.

Education:
• A degree in social sciences and related fields, project planning or any other development related fields. Masters in the same fields is an added advantage.

Languages:
• Fluent in English and Swahili
