SPECIFIC PROCUREMENT NOTICE

Request for Bids (Goods)

1. The Kenya National Highways Authority (KeNHA) through the Government of Kenya has received financing from the World Bank toward the cost of the Horn Africa Gateway Development Project, and intends to apply part of the proceeds toward payments under the contracts for the Supply, Installation, and Configuration of 25 No. Geospatial Software Licenses, 15 No. Engineering Design Software Licenses, 10 No. Document Management Software Licenses, 10 No. Cloud Storage Licenses, 6 No. Highway Analysis Software Licenses.
2. The Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Transport, established under the Kenya Roads Act, 2007, now invites sealed Bids from eligible Bidders for the Supply, Installation, and Configuration of 25 No. Geospatial Software Licenses, 15 No. Engineering Design Software Licenses, 10 No. Document Management Software Licenses, 10 No. Cloud Storage Licenses, 6 No. Highway Analysis Software Licenses.
3. The procurement is divided into two (2) lots as follows:
   • Lot 1: Supply, Installation, and Configuration of (a) 25 No. Geospatial Software Licenses (annual subscription); and (b) 10 No. Cloud Storage Licenses;
   • Lot 2: Supply, Installation, and Configuration of (a) 15 No. Engineering Design Software License (annual subscription); and (b) 10 No. Document Management Software License (annual subscription); and (c) 6 No. Highway Analysis Software License. Bidders may bid for one or both lots, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one lot/contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through National Open Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers First Published July 2016 and Revised September 2025, Seventh Edition ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from Deputy Director – Supply Chain Management, Kenya National Highways Authority through email procurement@kenha.co.ke, and inspect the bidding document during office hours. 0800 to 1700 hours at the address given below.
6. A complete set of Request for Bid documents may be obtained by interested suppliers from the Kenya Na-tional Highways Authority website: www.kenha.co.ke or Public Procurement Information Portal (PPIP): www.tenders.go.ke free of charge. Bidders are encouraged to download RFB documents to minimize physical visits to KeNHA Headquarters.
7. The complete Bid documents must be delivered to the address below on or before 22nd September 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at Kenya National Highways Authority, Barabara Plaza, Block C, 2nd Floor Boardroom, Jomo Kenyatta International Airport (JKIA), off airport South Road, along Mazao Road on 22nd September 2026.
8. All Bids must be accompanied by a Bid Security in form of Unconditional Bank Guarantee of KShs. 250,000.00 for lot 1 and KShs. 300,000.00 for lot 2.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Own-ership Disclosure Form as included in the bidding document.
