Job Purpose

The Human Resources and Administration Officer is a dual-role position that combines human resource management and executive support to the Chief Executive Officer. Reporting to the CEO, the officer is responsible for coordinating and implementing the Cooperative Union’s human resource and administrative functions to ensure the organization attracts, develops, motivates, and retains competent employees while maintaining efficient administrative systems and a productive work environment.

Duties & Responsibilities

  • Support the development, implementation, and periodic review of human resource policies, procedures, manuals, and systems in line with applicable labour laws and best practices.
  • Provide HR information and recommendations to support management decision-making.
  • Monitor emerging labour trends and recommend appropriate interventions.
  • Coordinate end-to-end recruitment, selection, and onboarding processes.
  • Prepare recruitment documentation, manage job advertisements, and maintain competency databases.
  • Facilitate induction of new employees and monitor probation processes.
  • Support implementation of employee retention initiatives.
  • Prepare employment contracts, confirmation letters, transfers, promotions, and other HR documentation.
  • Coordinate implementation of the Cooperative’s staff performance management framework.
  • Coordinate training needs assessments and staff development programmes.
  • Provide guidance on interpretation and application of HR policies and procedures.
  • Promote positive employee relations and a productive work environment.
  • Assist in conflict resolution and handling of workplace grievances.
  • Support disciplinary processes and ensure compliance with due process requirements.
  • Facilitate administration of staff benefits, medical cover, pension, insurance, and welfare programmes.
  • Manage employee relations issues, including trade union interactions where applicable.
  • Maintain accurate and up-to-date employee records and HR databases.
  • Ensure confidentiality, security, and proper custody of employee information.
  • Monitor leave administration and attendance records.
  • Generate HR reports and workforce statistics for Management and the Board.
  • Oversee general administrative services including office operations, asset management, and logistics.
  • Provide administrative support to the CEO and senior management on HR and administrative matters.

Qualifications

  • Bachelor’s degree in Human Resource Management, Business Administration or Public Administration or a related field from a recognised university.
  • Professional qualification in Human Resource Management such as Certified Human Resource Professional (CHRP-K) or equivalent.
  • 5 years practical experience in Human Resource Management.
  • Age: 30 years and above.
