Our client, a leading renewable energy company specializing in power transmission and commercial solar installations, is seeking a highly competent and proactive Safety & Compliance Officer to oversee health, safety, environmental, and regulatory compliance across all project sites and operational activities.

The role is responsible for ensuring full compliance with occupational health and safety standards, electrical safety regulations, environmental requirements, and company policies while supporting the safe execution of powerline construction, electrical works, and solar EPC projects. The successful candidate will play a key role in promoting a strong safety culture, minimizing workplace risks, and ensuring operational excellence across all project locations.

Responsibilities or duties

Health, Safety & Environmental Management

Project Safety Oversight

  • Develop, implement, and continuously improve Health, Safety, Environment, and Compliance (HSEC) policies, procedures, and standards.
  • Ensure compliance with applicable occupational health and safety legislation, environmental regulations, electrical safety standards, and industry best practices.
  • Conduct routine site inspections, safety audits, and compliance assessments across powerline and solar project sites.
  • Identify workplace hazards and implement effective risk mitigation measures.
  • Monitor adherence to safe work procedures, permit-to-work systems, lockout/tagout procedures, and working-at-height requirements.
  • Ensure proper usage and maintenance of Personal Protective Equipment (PPE) by employees, contractors, and visitors.
  • Support project teams in conducting Job Hazard Analyses (JHA), Risk Assessments, and Method Statement reviews before commencement of work.
  • Ensure compliance with safety requirements during:
    • Powerline construction and maintenance works.
    • Pole erection and conductor stringing activities.
    • Electrical installations and commissioning works.
    • Solar PV installations, testing, and commissioning.
    • Excavation, lifting, and working-at-height activities.
  • Conduct daily, weekly, and monthly safety inspections and ensure timely closure of identified corrective actions.
  • Monitor contractor and subcontractor compliance with project safety requirements.

  • Ensure compliance with statutory requirements from relevant government agencies and regulatory bodies.
  • Maintain all safety, environmental, and compliance records required by law and company policy.

  • Investigate accidents, incidents, dangerous occurrences, and near-misses.
  • Prepare detailed investigation reports identifying root causes and preventive actions.
  • Monitor implementation of corrective and preventive actions arising from incident investigations.
  • Maintain incident registers and track key safety performance indicators.
  • Conduct safety inductions for new employees, contractors, and visitors.
  • Facilitate toolbox talks, safety briefings, and ongoing HSE awareness programs.
  • Develop and implement safety campaigns aimed at improving employee engagement and compliance.
  • Promote a positive safety culture through coaching, mentorship, and continuous communication.
  • Develop and maintain emergency response plans for project sites and operational facilities.
  • Coordinate emergency drills including fire, electrical emergencies, rescue-at-height, and evacuation exercises.
  • Ensure availability and readiness of first aid, firefighting, and emergency response equipment.
  • Prepare weekly and monthly HSE and compliance reports for management.
  • Maintain accurate records relating to:
    • Safety inspections.
    • Risk assessments.
    • Training activities.
    • Incident investigations.
    • Regulatory compliance requirements.
  • Track and report key HSE performance metrics and compliance indicators.

Qualifications or requirements (e.g., education, skills)

Experience needed

  • Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Science, Electrical Engineering, Engineering Technology, or a related field.
  • Minimum of 1 year experience in Health, Safety, Environment, and Compliance management within:
    • Renewable energy projects.
    • Powerline construction.
    • Electrical engineering projects.
    • Infrastructure or construction environments.
  • Professional certification in Occupational Health & Safety such as:
    • NEBOSH International General Certificate.
    • IOSH Managing Safely.
    • OSHA Certification.
    • Equivalent recognized certification.
  • Strong understanding of:
    • Occupational Safety and Health Act (OSHA).
    • Electrical safety regulations.
    • Construction safety requirements.
    • Environmental compliance standards.
  • Experience conducting risk assessments, incident investigations, and safety audits.
  • Knowledge of ISO 45001 and ISO 14001 management systems will be an added advantage.
  • Valid First Aid and Fire Safety Certification is desirable.
  • Possession of a valid driving license will be an added advantage.
