Responsibilities or duties
- Lead the overall planning, implementation, and coordination of the evaluation assignment across Somalia, Ethiopia, and Kenya.
- Design and oversee the evaluation methodology, sampling framework, data collection tools, and analytical approach.
- Ensure the application of OECD/DAC evaluation criteria throughout the assignment.
- Lead high-level stakeholder engagement with clients, government institutions, donors, NGOs, UN agencies, and humanitarian stakeholders
- Conduct high-level Key Informant Interviews (KIIs) with senior stakeholders, development partners, and implementing agencies.
- Ensure quality assurance for all deliverables including inception reports, field reports, draft reports, and final evaluation reports.
- Lead validation workshops, presentations, dissemination meetings, and strategic learning sessions.
- Oversee synthesis of cross-country findings and development of strategic recommendations.
- Ensure compliance with ethical standards, safeguarding principles, and data protection protocols.
Qualifications or requirements (e.g., education, skills)
- Master’s Degree in Monitoring & Evaluation, Humanitarian Studies, International Development, Public Policy, Social Sciences, or related field.
- Minimum of 10 years of proven experience conducting external evaluations for humanitarian and development programmes.
- Demonstrated experience managing multi-country evaluations in fragile and conflict-affected settings.
- Strong expertise in OECD/DAC evaluation criteria and mixed-methods evaluation approaches.
- Proven experience in WASH, Nutrition, Health, or humanitarian resilience programming.
- Prior experience working in Somalia, Ethiopia, and/or Kenya is highly desirable.
- Excellent analytical, facilitation, stakeholder engagement, and report writing skills.
- Strong command of English.
