CAP-Youth Empowerment Institute Kenya (YEI) is a non government organization started in 2011 committed, to train youth out of school in job entry level skills. This training is operationalized using the Basic Employability Skills Training (BEST) model.
Responsibilities or duties
The Evaluation Coordinator will lead and coordinate all field implementation activities of the STEEP endline evaluation across Kisii, Kakamega, Kisumu, Siaya, Homabay, and Nyeri counties. The role is primarily field-based and operational, focusing on organizing data collection processes, managing county teams, and ensuring high-quality qualitative and quantitative data collection.
Qualifications or requirements (e.g., education, skills)
The coordinator will:
- Recruit county-based enumerators in each target county.
- Organize and conduct enumerator training.
- Deploy and supervise field teams through county supervisors.
- Coordinate data collection across:
- 60 secondary schools
- 12 Vocational Training Centres (VTCs)
- Communities and employers
- Oversee administration of surveys, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs).
- Conduct preliminary analysis of collected data tinform probing areas for KIIs and FGDs.
- Customize and adapt survey tools, KII guides, and FGD guides intlocally appropriate languages for each county.
- Ensure accurate translation and back-translation where necessary tpreserve meaning.
- Oversee transcription and translation of qualitative data (FGDs and KIIs) intEnglish for analysis and reporting.
- Ensure documentation of field processes, challenges, and lessons learned.
- Compile and submit a comprehensive evaluation report.
The coordinator will work closely with the STEEP M&E team but will primarily be responsible for field execution, team management, and data quality assurance.
KEY TASKS
Field Team Recruitment and Management
- Recruit qualified county-based enumerators in Kisii, Kakamega, Kisumu, Siaya, Homabay, and Nyeri.
- Appoint and manage county supervisors responsible for field oversight.
- Ensure gender balance and local language capacity within teams.
- Lead enumerator onboarding and safeguarding compliance.
Training and Field Preparation
- Co- deliver practical training with STEEP M&E Team for enumerators on:
- Survey administration
- Conducting KIIs and FGDs
- Ethical data collection and safeguarding
- Use of data collection tools
- Pilot tools and refine field procedures.
- Guide enumerators on administering translated tools consistently across counties.
- Train qualitative teams on note-taking, audihandling, and transcription standards.
- Establish transcription protocols including formatting, labeling, and confidentiality procedures.
Data Collection Coordination
- Coordinate and supervise data collection across:
- 60 secondary schools
- 12 VTC institutions
- Communities and employers
- Ensure quality implementation of:
- Surveys
- Key Informant Interviews (KIIs)
- Focus Group Discussions (FGDs)
- Ensure all FGDs and KIIs are audio-recorded (where consent is provided) and submitted for transcription.
- Supervise timely transcription and translation of qualitative data.
- Monitor field progress and troubleshoot operational challenges
Preliminary Analysis and Learning
- Conduct rapid preliminary analysis of survey data.
- Identify emerging themes requiring deeper probing.
- Guide KIIs and FGDs based on preliminary findings.
Documentation and Reporting
- Document field processes, challenges, and adaptations.
- Oversee transcription and organization of all qualitative data.
- Compile cleaned datasets and verified transcripts.
- Produce a comprehensive evaluation report summarizing findings and insights.
Data Collection
The evaluator will co-design together with STEEP M&E Team data collection Tools, coordinate, and execute a comprehensive mixed-methods data collection process covering all key respondent groups. Data collection will blend quantitative and qualitative approaches tgenerate robust, triangulated evidence. The table below shows an indicative sample size

- Practical experience with community-based research and school-based data collection.
- Experience adapting research tools intlocal languages.
