JOB SUMMARY

The Transport Manager is responsible for overseeing all aspects of the company's transport operations, including fleet management, vehicle maintenance, driver supervision, logistics planning, and compliance with transportation regulations. This role is critical to ensuring efficient movement of equipment, materials, and personnel to road construction and maintenance sites while maintaining safety standards and cost-effectiveness.

KEY RESPONSIBILITIES

Fleet Management

  • Oversee and manage the company’s fleet of vehicles and heavy plant equipment, including trucks, tipper lorries, water bowsers, fuel tankers, construction equipment transporters, service vehicles, rollers (vibratory and pneumatic), excavators, graders, loaders, bulldozers, compactors, and other road construction machinery.
  • Develop and implement fleet and plant replacement, acquisition, and disposal strategies in alignment with company growth, project pipeline, and operational requirements.
  • Monitor vehicle and plant performance, utilization rates, fuel consumption, and operational efficiency to ensure optimal productivity across project sites.
  • Establish and enforce preventive maintenance schedules, routine servicing programs, and timely breakdown response systems for both fleet and heavy plant equipment.
  • Ensure proper plant equipment inspection, servicing records, and maintenance logs are maintained and updated in compliance with statutory and operational requirements.
  • Maintain accurate fleet and plant records, including registration, insurance, inspection certificates, compliance documentation, and asset tracking.
  • Optimize deployment and allocation of vehicles and plant equipment to ensure availability and minimal downtime for ongoing road construction projects.

Vehicle Maintenance & Servicing

  • Establish and oversee preventive maintenance schedules for all vehicles and equipment
  • Coordinate with workshop supervisors and mechanics to ensure timely repairs and servicing
  • Monitor and control maintenance costs while ensuring quality standards are maintained
  • Maintain detailed service records and track warranty claims
  • Source and evaluate spare parts suppliers to ensure cost-effective procurement

Driver Management & Safety

  • Recruit, train, and supervise drivers and transport support staff
  • Ensure all drivers possess valid licenses and required certifications for operating company vehicles
  • Conduct regular driver performance evaluations and provide coaching as needed
  • Implement and enforce driver safety programs and safe driving practices
  • Manage driver scheduling, work hours, and leave to ensure adequate coverage
  • Handle disciplinary matters related to transport operations in accordance with company policies

Logistics & Transport Planning

  • Plan and coordinate transportation of construction materials, equipment, and machinery to project sites
  • Develop efficient routing and scheduling systems to minimize fuel consumption and transportation costs
  • Liaise with project managers and site supervisors to understand transportation requirements and timelines
  • Coordinate fuel supply and monitor fuel consumption across the fleet
  • Manage relationships with third-party transport providers when additional capacity is required

Compliance & Documentation

  • Ensure compliance with all relevant transportation laws, regulations, and safety standards
  • Maintain valid insurance coverage for all vehicles and ensure timely renewals
  • Oversee vehicle inspection processes and ensure roadworthiness certificates are up to date
  • Prepare and submit required reports to regulatory authorities
  • Manage permits and documentation for transportation of oversized or specialized equipment

Budget & Cost Management

  • Develop and manage the transport department budget
  • Monitor and control operating costs including fuel, maintenance, repairs, and insurance
  • Identify cost-saving opportunities without compromising safety or service quality
  • Prepare regular financial reports on transport operations for senior management
  • Evaluate and justify capital expenditure requests for vehicle purchases or major equipment

Health, Safety & Environment

  • Promote a culture of safety within the transport department
  • Conduct regular safety meetings and toolbox talks with drivers and transport staff
  • Investigate accidents and incidents, implement corrective actions, and maintain incident records
  • Ensure proper handling and transportation of hazardous materials in accordance with regulations
  • Monitor environmental impact of transport operations and implement measures to reduce emissions

QUALIFICATIONS AND REQUIREMENTS

Education

  • Bachelor's degree in Logistics, Transport Management, Business Administration, or related field
  • Diploma in Transport & Logistics Management will be considered with extensive relevant experience
  • Professional certification in Fleet Management or Transport Operations (advantageous)

Experience

  • Minimum 5 years of experience in transport management, with at least 3 years in a supervisory role
  • Experience in the construction industry or heavy equipment transportation highly preferred
  • Proven track record of managing large vehicle fleets (20+ vehicles)
  • Experience with fleet management systems and transport planning software

Skills and Competencies

  • Strong leadership and people management skills
  • Excellent organizational and planning abilities
  • Sound knowledge of transportation regulations, road safety laws, and compliance requirements
