Program Coordination, Land and Climate Change Consultant

RESPONSIBILITIES

Under the shared supervision of UN-Habitat’s Land, Housing and Shelter Section and GLTN Secretariat, the consultant will be responsible for the following duties:
Section Coordination

  • Coordinate community of practice (CoP) meetings and external communication of CoP activities and outputs.
  • Regional communication of deliverables and knowledge exchange
  • Monitoring alignment of UNH projects with the section’s key mandates
  • Reporting of the LHSS results and deliverables in accordance with the UNH Strategic Plan

Land and Climate Change analysis

  • Analyze global activities and stakeholders on Land and Climate Change
  • Establish and coordinate an expert group on Land and Climate Change within the GLTN
  • Research of funding opportunities of Sections work on Land and Climate Change

Cooperate with Human Rights Council (HCR)

  • Preparation and follow up of UNH/ Section Chief’s participation in HCR meetings
  • Outline UNH’s contribution to key areas of intervention extracted from Universal Periodic Reviews (UPR)
  • Facilitate exchange to UPR with regional and country offices.

Facilitate Land and Housing cooperation

  • Outlining interrelation of the LHSS work on land and provision of key mandate (right to adequate housing)
  • Extract integrated methodologies from section programs for future facilitation of collaborative outputs on Land and Housing
  • Define current gaps and future funding opportunities in provision of key mandate

Qualifications/special skills

  • An advanced university degree (master’s or equivalent) in Architecture, Urban Development, Housing Studies and Planning or related fields is required. A first level degree in any related fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.
  • A minimum of two (2) years' experience related to land tenure, climate change issues and settlement development in different regional contexts is required.
  • Previous working experience with NGOs, government institutions, disadvantaged communities, international organization is desirable.
  • Practical experience interrelating architectural planning or development work with sustainability and climate change intervention is an advantage.
  • Experience on research, technical report writing, project coordination, event and knowledge management is desirable.
  • Multi-stakeholder work including participatory processes in rural and urban contexts is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Additional knowledge of international languages in LHS Project areas such as Spanish or Kiswahili is desirable.

Evaluation Consultant for Hayenna Project

Duties and Responsibilities

Under the supervision of the Chief, Evaluation Unit, UN-Habitat, the Evaluation Consultant will:

  • Assess the design, implementation, and progress of the project in achieving its planned outcomes. This will entail analysis of actual versus planned results as specified in the results framework (logframe of the project).
  • Assess appropriateness of implementation working modalities, use of project and organizational human and financial resources, and how they are contributing to achieving the planned results of the project.
  • Identify opportunities and challenges faced by the project since its inception until date, that can be used to steer the project or restructure it if needed, to enhance its efficiency and effectiveness of its implementation.
  • Assess how social inclusion issues of gender equality, youth, human rights as well as social and environmental safeguards are being integrated in the project; and assess the effects of Covid-19 pandemic on the project.
  • Taking into account intended users of the evaluation, identify lessons learned and provide strategic, programmatic and process recommendations for improving the project for the remaining period.

Qualifications/special skills

  • Advanced academic degree in Political Sciences, Communication, Information Technology, Urban Planning, Economics, Sociology or another relevant field is required.
  • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 7 years of project management experience in results-based management working with development projects/ programmes is required
  • Extensive evaluation experience. The lead consultant should have the ability to present credible findings derived from evidence and prepare conclusions and recommendations supported by the findings is required.
  • Knowledge and understanding of UN-Habitat mandate, operations and experience of regional/ multi-country projects is desired.
  • Knowledge and experience of country programming is highly preferred

Education

  • Advanced university degree (Master¿s degree or equivalent) in urban and regional planning, business administration, management, economics or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in international project or programme management, administration is required.
  • Experience in urban climate change planning or management, or related area is required.
  • Experience in informal settlements upgrading or resilience is desirable.
  • Experience in research on human settlements and Climate Change is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
