Programme Officer (Finance and Budget)

Competencies

Has knowledge of policies and practices in international crime prevention and criminal justice as well as the mandates of the United Nations Office on Drugs and Crime. Has ability to conduct data collection using various methods. Has very good research and analytical skills and is able to identify problems and contribute to the solution of problems/issues. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

  • An advanced university degree (Master's degree or equivalent) in finance, business administration, management, accounting or other related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Qualifications in an internationally recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Certified Public Accountants (CPA) or equivalent is desirable.

Work Experience

  • A minimum of five years of progressively responsible professional experience in finance, business administration, accounting, programme management is required.
  • Working experience in programme management managing complex/multi-donor budgets with great independence and decision making is required.
  • Work experience with an Enterprise Resource Planning (ERP) system is required
  • Experience with Trust Funds management, Financial and Administrative Framework Agreement (FAFA) agreements and SAP/Umoja/IPMR is desirable.
  • Work experience within the United Nations system or an international organization is desirable.
  • Experience managing EU grants is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assistant Programme Officer

Competencies

Has knowledge of the mandates of UNODC. Has knowledge of substantive and functional areas with good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgement in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
  • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

  • A first-level university degree in law, social sciences, business or public administration or a relevant social or political field is required.

Work Experience

  • A minimum of two years of progressively responsible professional experience, including relevant experience in managing programme/project activities in the area of criminal justice, crime and drug control and/or related fields is required.
  • Experience in working with an Enterprise Resource Planning (ERP) system is required.
  • Work experience with SAP/Umoja is desirable.
  • Work experience with EU-funded projects is desirable.
  • Work experience within the United Nations system or a similar international organization is desirable.
  • Experience in recruiting consultants/individual contractors is desirable.
