JOB DETAILS:
Water Infrastructure Management Specialist [Kenyan Citizens only]

Sheladia Associates, lnc. a U.S. architectural and engineering firm is seeking a Water Infrastructure Management Specialist for the USAID funded Kenya Integrated Water, Sanitation and Hygiene [KIWASH] project. The objective of the project is to improve the lives and health of people through the development and management of sustainable water, sanitation, and hygiene services in nine counties. The services of the specialist are required for approximately twelve months.

Summary of Primary Duties
The specialist will have three primary duties:

 

  • Oversee the management of water supply infrastructure construction contracts;
  • Ensure the monitoring of construction quality in accordance with the conditions of contract, specifications, drawings and Bills of Quantities; and
  • Conduct technical reviews of project proposals, feasibility studies as well as preliminary and final design reports.

Essential Duties
The Specialist will:

 

  • Ensure the timely completion of infrastructural activities by providing quality assurance and quality control for design and construction of small to medium scale water supply projects. This is in compliance with the USAID and Government of Kenya's environmental and construction codes, reporting, and management requirements and DAI policies;
  • Closely monitor the performance of contractors and supervisory firms;
  • Advise on new project site selection, surveys and designs, specifications, cost estimates;
  • Prepare reports as required.

Base of Operations: Nairobi with frequent travel to eight other project counties to monitor the progress of contracts.

Qualifications:
The Water Infrastructure Management Specialist will have the following minimum set of qualifications:

  • At least l5 years of water and sanitation sector expertise related to the current Kenyan private sector and local government context.
  • A Bachelor of Science [BSc] degree in civil engineering and a Master's degree in a related field such as constructionmanagement.
  • Proven experience in the design, supervision and management of construction contracts [using FIDIC] for urban and rural water supply or sewerage projects;
  • A registered professional with the Engineering Board of Kenya.
  • Familiarity with USAlD's environmental and construction codes, reporting and management requirements preferred but not essential.-Strong communication skills, both interpersonal and written, to fulfill the proposed technical and managerial responsibilities.
