Key Deliverables
The Consultant is expected to deliver on the following areas:
- Conduct an inception meeting with the PAWA254 team to understand the needs and requirements of the assignment, as well as the objectives and expected outcomes;
- Conduct an audit on the existing PAWA254 website and compile a report of findings and proposed changes for the assignment;
- Conduct market research on the ranking of other Civil Society Organisations (CSOs) and Non-Profit Organisations (NGOs) vis-a-vis PAWA’s website and make the necessary changes for better ranking (SEO);
- Integrate PAWA254’s online flagship radio station, PAWA Radio, to the website;
- Integrate the development of a knowledge management portal/hub that will allow visitors to access resources such as information, education and communication (ICE) materials, presentations, past trainings, podcasts, and more;
- Present a proposed plan for implementation of website build, and develop a wire frame with at least 3 prototypes for the website which communicates the PAWA brand boldly and concisely;
- Adjust the website prototype and deliverables based on feedback;
- Suggest and implement a user-friendly Content Management System (CMS), and develop a user guide for the website and CMS with common troubleshooting guidelines;
- Train identified PAWA254 staff members on how to manage the new website CMS;
- Work with the PAWA254 team through the webhosting needs, and the security setup/controls;
- Improve the security of the website and ensure protection from cyber-attacks;
- Creating and securely storing backup copies of the website’s files and databases;
- Provide regular reports on the website's performance, encompassing metrics such as traffic, user behaviour, and other pertinent indicators;
- Work within PAWA’s existing hosting and domain set-up, or provide a different recommendation after carrying out evaluation of the same. The Consultant shall provide detailed guidance on whether the website is to migrate or be optimised within the existing hosting;
- The Consultant shall provide guidance on the optimal environment platform (Linux, cPanel, WordPress, etc).
Service Level Agreement
The Service Level Agreement (SLA) between tthe contracting parties shall include:
- The contracted firm/company/organisation shall carry out website maintenance for at least 1-year post-implementation of the consultancy;
- Updates and maintenance on the website shall be done and provided for on a monthly basis, and on a need’s basis;
- Support hours shall be during business hours; however, the Consultant agrees to avail themselves if the need arises outside of normal business hours;
- The Consultant shall provide up-to three (3) revisions or changes;
- The above provisions shall be included in the initial cost.
Expected Website Features
The Consultant shall provide the following expected website features:
- An interactive, responsive, and user and mobile friendly design;
- A design that easily allows for regular updates and improvements;
- An accessible design compatible with most browsers that is testable with validation tools;
- The website must meet basic accessibility standards (WCAG 2.1 Level AA) to ensure inclusivity for users with disabilities;
- A dynamic and accessible CMS that can be updated by the relevant PAWA254 team members without specialised web development skills;
- Ability to incorporate all PAWA254 social media platforms with live update options;
- Integration of PAWA Radio which currently runs on Radio.co;
- Integration of a simple and accessible knowledge management portal with an easily searchable and high search engine optimized library with relevant metadata, author information, related project, partners etc;
- The portal should support Augmented Reality (AR) experience through either static (e.g., 3D model viewer) or dynamic (e.g., marker-based or spatial triggers) with offline functionality for the same;
- Incorporate an effective search function;
- A calendar of PAWA254’s events by use of third-party integration services such as Calendly, Airtable etc;
- An online booking system for PAWA254’s in-house studio and podcasting facilities;
- Really Simple Syndication (RSS) Feed to provide PAWA254 content dissemination through the network;
- A personalized e-newsletter subscription function with interlinkage to 3rd party services such as MailChimp;
- Incorporate Google Analytics, and any other third-party analytic services;
- Sign -up feature for latest news;
- The website should support tools such as AI enhanced chat functionality for real-time support and the Consultant should recommend whether this should be powered by third-party services or be developed in-house;
- Interlinkage to consortium partner websites.
General Data Protection Regulation (GDPR)
- The website shall be developed in compliance with Kenya’s Data Protection Act/2019 No. 24 of 2019 and Data Protection (General) Regulations/2021E No.263;
- Include cookies/data tracking consent banners;
- Ensure that there is secure handling of user data.
Assumptions & Risks
- PAWA254 will provide content, logos, and other branding assets to the contracted Consultant for the purpose of developing the website;
- Any third-party licensing, e.g., plugins, hosting, etc, will be covered by specified in the proposed budget;
- Client team availability for feedback/review is required within agreed timelines set forth in this terms of reference.
Intellectual Property
- All source code, assets, designs, and documentation developed under this contract will become the sole property of PAWA254 upon project completion and final payment.
Required Qualifications and Skills
- The applicant must be a firm/company/organisation with years of experience in the web design and development space with a good portfolio of similar tasks;
- Selected team members should have a degree or diploma in related disciplines such as Software Engineering, Computer Science, Computer Engineering or any relevant field;
- Vast experience in developing websites using content management systems such as WordPress, Joomla, Drupal etc with a preference for modern custom frameworks such as React and Flask, or hybrid approaches;
- Experience in the use of tools such as Google search console, GTMetrix, Google Page Speed Insights and Alexa to conduct website analysis, measure website traffic and performance, and also identify and fix issues;
- Understanding of Linux web hosting environments;
- Excellent skills in use of web developer tools to inspect HTML, PHP and CSS supported pages and make necessary edits to the web pages as recommended;
- Ability to analyse and critique requirements and make recommendations on possible solution design;
- Ability to complete work independently, incorporate client feedback, and deliver on time;
- Excellent troubleshooting and communication skills;
- Demonstrated ability to develop a dynamic website by sharing a portfolio as well as previous work done;
- Security and accessibility certifications are a requirement.
