Requirements for Appointment:

For appointment to this grade, an officer must have: -

  • cumulative service period of nine (9) years, two (2) of which must have been in the grade of Principal, Human Resource Management and Development Officer, CSG 8 or in a comparable and relevant position in the wider public service;
  • a Bachelors degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social Science from a university recognized in Kenya;
  • a membership to a relevant professional body (where applicable); and
  • demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities:

  • initiating, developing, updating and maintaining human resource development data base;
  • coordinating and implementing technical assistance training programmes;
  • analyzing staffing levels and making proposals for succession planning;
  • analyzing utilization of Human Resources and advising on proper deployment;
  • analyzing staff career progression and making proposals for career development;
  • ensuring the correct interpretation and implementation of human resource management and development regulations;
  • preparing reports on the implementation of Performance Management and Performance Appraisal System;
  • preparing reports on the administration and management of the Government Human Resource Information System.
  • spearheading and advising appropriate training programmes;
  • undertaking training needs assessment;
  • developing training plans and training projections;
  • monitoring and evaluating the impact of training programmes on performance and service delivery;
  • monitoring implementation of human resource management and development policies, rules and regulations;
  • preparing and submitting reports on human resource management and development activities to the Ministry/State Department responsible for Human Resource Management and Development.
