CFMCA Support Specialist Deadline : Nov 4, 2025 Duties and Responsibilities The UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Industry and Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. Paragraph about specific needs UNEP’s Economic and Trade Policy Unit (ETPU), through its Finance and Economic Transformation (FET) Programme, supports the Coalition of Finance Ministers for Climate Action (CFMCA). The Coalition now brings together 100 Ministries of Finance, representing over 80% of global GDP and population. It is the leading forum for Ministries of Finance to exchange knowledge and drive fiscal and economic policies that align growth, resilience, and climate action. The current consultancy will support the update of the Coalition’s flagship guide, Strengthening the Role of Ministries of Finance in Driving Climate Action, which will integrate new thematic areas—adaptation, nature/biodiversity, and industrial/trade policy—with launch planned in 2026. This work is implemented in close collaboration with the Partnership for Action on Green Economy (PAGE), a multi-agency initiative (UNEP, ILO, UNDP, UNIDO, UNITAR) that supports countries in aligning economic policies with sustainability and inclusiveness. To manage this complex, multi-stakeholder process, UNEP seeks a consultant to provide coordination and research support. Approximately 60–65% of the consultant’s time will focus on coordination and liaison across UNEP, PAGE, Ministries of Finance, and development partners; the remaining 35–40% will focus on drafting and analytical support to ensure high-quality, coherent outputs. The consultant’s responsibilities will include, but will not be limited to: •Maintain an updated coordination tracker and stakeholder contact matrix across UNEP, PAGE, and development partners. •Prepare and update a consolidated workplan with milestones and deliverables for the guide update process. •Conduct consultations and desk research to collect inputs and case material from member Ministries of Finance, PAGE countries, and relevant development partners. •Draft annotated rough working drafts of the three new thematic sections (A&R, N&B, IP&T) in coordination with UNEP thematic focal points. •Facilitate bilateral follow-up with partner institutions to secure case studies and examples for inclusion. •Draft progress updates, meeting notes, and inputs for communication materials and presentations (e.g., UNEA-7, IMF/WB Spring Meetings). •Coordinate with PAGE Secretariat and UNEP teams to ensure alignment of messages and deliverables with broader PAGE objectives. •Support ad-hoc activities in the Unit or the Division as may be required. Qualifications/special skills •Master’s or higher degree in economics, public policy, environment policy, or related field •At least three to seven years of post-graduate work experience on public financial management, fiscal policy reform, or sustainable development planning. •Experience in stakeholder engagement, policy drafting, and synthesis of technical content. •Strong organizational and communication skills, with proven ability to manage complex multi-stakeholder processes. •Proven facilitation and capacity-building experience in multi-stakeholder contexts. •Excellent writing and analytical skills. •Experience working with international coalitions, intergovernmental processes, or global climate finance mechanisms is required. •Demonstrated ability to synthesize information and draft high-quality reports, briefing materials, and coordination summaries. •Experience working with Ministries of Finance or national planning agencies is desirable. •Experience in and with developing countries is desirable. Languages •English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
