The Independent Policing Oversight Authority (IPOA) was established through an Act of Parliament published in November 2011 to provide for civilian oversight over the work of the police in Kenya. The inaugural Board was sworn into office in June 2012. Vision: A robust civilian accountability mechanism that promotes public trust and confidence in the National Police Service. Mission: To conduct impartial and independent investigations, inspections, audits and monitoring of the National Police Service to prevent impunity and enhance professionalism in the interest of the public
Responsibilities or duties
An officer at this grade will undertake the following duties and responsibilities:
- Coordinating the compilation of statistical records for accuracy;
- Coordinating the processing of data and information in the respective area of deployment;
- Maintaining an efficient filing system;
- Overseeing the safe custody of files, materials, and other records in the respective area of deployment;
- Coordinating the consolidation of data and information to facilitate the compilation of reports in the respective area of deployment;
- Drafting routine correspondences;
- Implementing risk mitigation measures;
- Coaching, mentoring and supervising staff under their purview; and
- Developing and monitoring the implementation of individual work plans for officers under their purview.
Qualifications or requirements (e.g., education, skills)
For appointment to this grade, an officer must have the following job competencies (Skills, Knowledge, Experience and Attributes):
- Kenya Certificate of Secondary Education (KCSE) mean grade of C- (Minus) or its equivalent qualification;
- Pass in proficiency examination for Clerical Officers;
- Proficiency in computer applications; and
- Shown merit and ability as reflected in work performance and results.
Experience needed
Cumulative service period of nine (9) years, three (3) of which must have been at the grade of Senior Clerical Officer, IPOA 10, or in a comparable and relevant position;
- Coordinating the compilation of statistical records for accuracy;
- Coordinating the processing of data and information in the respective area of deployment;
- Maintaining an efficient filing system;
- Overseeing the safe custody of files, materials, and other records in the respective area of deployment;
- Coordinating the consolidation of data and information to facilitate the compilation of reports in the respective area of deployment;
- Drafting routine correspondences;
- Implementing risk mitigation measures;
- Coaching, mentoring and supervising staff under their purview; and
