Responsibilities or duties
Reporting to the respective County Executive Committee Member, the Officer will be the Accounting and Authorized Officer for the Department and will also be responsible for the following;
- Day-to-day administration and coordination of the respective county department as provided under section 46;
- Providing strategic policy direction for effective service delivery within the department;
- Implementing policies and programs within the department;
- Developing and implementing strategic plans and sector development goals including performance management;
- Formulating and implementing of effective programs to attain Vision 2030; and
- Promoting and ensuring compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
- Overseeing the management of finances, preparation of budget estimates, annual work plans and programs;
- Maintaining effective collaboration and partnerships with other organs of the County, other Counties, and as well as the Private Sector;
Qualifications or requirements
- Be a Kenyan citizen.
- Must be a holder of at least a degree in Medicine, Pharmacy, Dental Sciences, Nursing Sciences, Clinical medicine, Public Health or any Health related course or any other relevant recognized qualification from a University recognized in Kenya
- Master’s degree in a relevant recognized field will be an added advantage.
- Must be a member of the relevant registration body.
- Demonstrate a thorough understanding of devolution, county development objectives and vision 2030.
- Be conversant with policy formulation and implementation.
- Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
Experience needed
Must have knowledge, experience and distinguished career of not less than ten (10) years in the specific, five (5) of which must be at senior level either at government or private sector

- Providing strategic policy direction for effective service delivery within the department;
- Implementing policies and programs within the department;
- Developing and implementing strategic plans and sector development goals including performance management;
- Formulating and implementing of effective programs to attain Vision 2030; and
- Promoting and ensuring compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
- Overseeing the management of finances, preparation of budget estimates, annual work plans and programs;
