Qualifications or requirements (e.g., education, skills)
For appointment to this grade an officer must have: –
- Be a citizen of Kenya;
- Served in the grade of Senior Superintending Engineer (Irrigation) for a minimum period of three (3) years;
- Bachelor’s Degree in any of the following disciplines: – Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil and Water Engineering, Soil, Water and Environmental Engineering, Environmental and Bio-systems Engineering, or its equivalent qualification from a recognized institution;
- Master’s Degree in any of the following disciplines: – Irrigation Engineering, Agricultural Engineering, Agricultural Engineering Systems, Land and Water Engineering, Soil and Water Engineering, Environmental Engineering and Management, Water Resources Engineering or its equivalent qualification from a recognized institution will be an added advantage;
- Be registered by the Engineers Board of Kenya as an Engineer;
- Have a certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
- Be a member of the Institute of Engineers of Kenya (IEK);
- Certificate in computer application skills; and
- Have demonstrated general administrative capability required for direction, control and coordination of irrigation engineering development programmes and projects.
Responsibilities or duties
- Implementing and reviewing county specific policies, strategies, guidelines and frameworks in line with national policies on irrigation;
- Approving irrigation scheme designs;
- Supervising preparations of irrigation tender documents;
- Coordinating development of training programmes, materials and tools on irrigation development technologies and environmental management;
- Coordinating socio-economic and environmental impact assessment studies on irrigation development projects and preparation of assessment reports in collaboration with other stakeholders;
- Identifying and undertaking research on trends and emerging issues on irrigation technologies and innovations in collaboration with other stakeholders;
- Coordinating development and maintenance of irrigation management information systems;
- Carrying out monitoring and evaluation of programmes and projects;
- Monitoring and reviewing socio-economic and environmental impact assessments on irrigation development projects in collaboration with other stakeholders;
- Coordinating the verification of applications for eligibility for licensing irrigation schemes;
- Coordinating monitoring of irrigation schemes and projects for compliance to licensing conditions;
- Preparing irrigation development reports;
- Developing strategic/work plans and budgets;
- Training and developing staff working under the officer; and
- Any other duties as may be assigned by the Deputy Director.
