The Government of the Republic of Kenya has received financing from the African Development Fund (ADF) towards the implementation of the Support to Higher Education, Science and Technology (HEST) Phase II Project and intends to apply part of the agreed amount for this Loan to payments under the contract for Consultancy services to develop equipment catalogue, review workshops & laboratories designs, specifications for stem equipment, supervision of construction works, equipment installation, testing, commissioning and training for fourteen HEST II project beneficiary universities.

The services included under this project are to provide specialized technical and professional services that will ensure procurement and installation of appropriate, high-quality and sustainable STEM equipment aligned with institutional needs, curriculum requirements and international standards. The Consultant will also support the review of laboratory and workshop facilities, recommend necessary infrastructure improvements, supervise installation and commissioning activities, and facilitate capacity building for end users to ensure effective utilization of the equipment.

The services to be provided under the assignment include:

a) Undertaking a detailed assessment of STEM equipment needs in HEST II beneficiary universities
b) Review STEM equipment needs and develop an equipment catalogue based on subject matter specialist feedback in ensuring practical relevance and institutional ownership.
c) Review the submitted equipment technical specifications, budgets, accessories and software required in view of the actual needs and identified gaps of individual institutions to ensure quality, sustainability and maintainability, while also considering local service availability and spare parts support.
d) Standardize specifications across institutions of related equipment and equipment functions, interoperability and ensure compliance with international and national quality standards, environmental safety regulations and manufacturer guidelines.
e) Update standard equipment lists for laboratories and workshops by discipline and level and organize the equipment needs by discipline/function/workshop and identify and flag equipment that may be outdated, underutilized or redundant.
f) Develop technical specifications and plans for the acquisition, maintenance, and replacement of equipment.

f) Develop technical specifications and Bills of quantities (BoQs) for procurement packages, tender evaluation criteria and supplier qualification requirements, including review of BoQs for altered equipment spaces.

g) Review the cost estimates of the reviewed equipment list in consultation with the users to ensure technical value and recommend any better alternatives including considerations for modular or multi-function equipment.

h) Provide technical assistance in the procurement process

i) Coordinate supplier factory inspections, supervise installation, commissioning and training of users

The assignment shall be implemented in two phases over an estimated period of 30 months.

The State Department for Higher Education now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for the Bank Group funded Operations’ dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
