The United Nations Environment Programme (UNEP) is the leading environmental authority in the United Nations system. The Programme Cooperation Agreement (PCA) II between the European Commission (EC) and UNEP is a key instrument for implementing UNEP's mandate and delivering on global environmental goals. This agreement covers a period of strategic collaboration and aims to achieve significant environmental outcomes.
A Terminal Evaluation of the PCA II is required to assess its overall relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will provide lessons learned and recommendations for future cooperation between the EC and UNEP.
Responsibilities or duties
The Evaluation Specialist will be responsible for:
- Developing the evaluation methodology and work plan.
- Conducting a comprehensive review of project documents, reports, and relevant literature.
- Undertaking stakeholder consultations, including interviews with key personnel from UNEP, the EC, implementing partners, and beneficiaries.
- Assessing the achievement of project objectives and expected outcomes against agreed indicators.
- Analyzing the effectiveness, efficiency, impact, and sustainability of the PCA II.
- Identifying lessons learned and formulating actionable recommendations for future programming and cooperation.
- Drafting the terminal evaluation report, incorporating findings, conclusions, and recommendations.
- Presenting the evaluation findings to relevant stakeholders.
Qualifications or requirements (e.g., education, skills)
The ideal candidate will possess:
- Advanced university degree (Master's or PhD) in environmental science, development studies, international relations, or a related field.
- Proven experience in conducting evaluations of large-scale international development programmes, preferably those funded by the European Commission or implemented by UN agencies.
- Strong understanding of environmental issues and sustainable development principles.
- Excellent analytical, research, and report-writing skills.
- Proficiency in English; knowledge of other UN languages is an asset.
- Ability to work independently and manage time effectively.
Experience needed
A minimum of 7 years of relevant professional experience in programme evaluation, with a focus on environmental or development cooperation projects. Experience with EC-funded projects and UNEP's work is highly desirable.

This is a consultancy position based in Nairobi, Kenya. Travel may be required to project sites. The consultant will report to the Director of the Evaluation Office at UNEP.
