The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP’s Policy and Programme Division (PPD) is responsible for coherence, strategic planning, overseeing Results-based Management (RBM) and quality assurance (project reviews and oversight), gender and safeguards, performance review and monitoring. To ensure the highest standards of project quality and alignment with UNEP's strategic frameworks, the PPD operates a robust review function at various stages of project development, from concept stage, through implementation and closure. This position is in the Quality Assurance Section (QAS), Policy and Programme Division, in UNEP at the Nairobi duty station. The Quality Assurance Section is mandated, inter alia, with the work towards mainstreaming and integrating human rights based, gender-responsive, social inclusive, and poverty eradication approaches in line with Leave No One Behind principles, as well as social and environmental safeguards compliance measures into the design and implementation of UNEP strategies, policies, programmes and projects and communications, in alignment with UNEP policies and UN system-wide standards, including the Agenda 2030, UN System Wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP), UN Gender Equality Acceleration Plan, Poverty Eradication Guidance the UN Disability Inclusion Strategy (UNDIS).
Responsibilities or duties
Under the direct supervision of the Associate Programme Management Officer, Quality Assurance Section (QAS), Policy and Programme Division (PPD), and the overall supervision of the Head of QAS, the individual contractor will:
- Provide technical guidance on the interpretation and application of UNEP and UN system-wide policies, strategies, and commitments on gender equality, disability inclusion, youth, poverty eradication and diversity, including UN System Wide Action Plan on Gender Equality and the Empowerment of Women (UNSWAP), UN Youth Strategy and the UN Disability Inclusion Strategy (UNDIS) and Poverty Eradication Guidance.
- Coordinate, review gender equality and disability inclusion aspects of UNEP strategies, policies, concept notes, and project documents, ensuring alignment with approved quality standards, corporate indicators, and reporting requirements.
- Conduct publication reviews, assessments of programme and project documentation to assess the extent to which cutting considerations are integrated into contextual analysis, stakeholder engagement, activities, results frameworks, indicators, and budgets. In addition, support project teams to ensure that during whole project life cycle, impact is measured and properly reported.
- Develop and deliver high quality and consistent capacity strengthening initiatives for UNEP staff and implementing/executing partners to enhance understanding and practical skills related to cross-cutting aspects of programming, monitoring, and reporting.
- Support the knowledge sharing and functioning of the network of the Gender Focal Points and Disability working group and other focal points groups.
- Identify, document, and disseminate good practices, lessons learned, and innovative approaches related to cross-cutting areas across UNEP programmes and projects and disseminate that information among the UNEP personnel.
- Provide contributions and coordinate with relevant colleagues on regular and ad-hoc UNEP and UN reports, related to gender equality, disability inclusion, youth, poverty eradication and diversity, in alignment with UN-SWAPreporting and UNDIS performance and Poverty Eradication Guidance, Youth Strategy.
- Support the implementation, monitoring, and continuous improvement of UNEP’s gender equality, disability inclusion youth and poverty eradication commitments at the programme and portfolio level, contributing to relevant corporate reports and knowledge products.
- Develop, update, and promote the use of standardized tools, templates, and guidance notes to support gender-responsive, disability-inclusive youth and poverty eradication programme and project design and reporting.
- Conduct research as input to interventions, collects, analyses and uses disaggregated data and statistics on impact indicators and reports to the QAS management.
- Prepare updates for relevant UNEP external and internal websites.
- Provide administrative support to the QAS operations in collaboration with the programme management assistant.
- In the absence of the Associate Programme Management Officer and the programme management assistant, designated responsibilities will be carried out to ensure continuity of programme and administrative activities.
- Perform any other related duties as may be required.
Qualifications or requirements
Completion of high school diploma is required. Supplemental training in gender studies, social sciences, development studies, disability studies, public policy, human rights, international relations, or a related field is desirable.
Experience needed
A minimum of five (5) years of progressively responsible professional experience in gender studies diversity and inclusion, social science or inclusive development programming is required. Excellent knowledge and experience of project design, implementation, monitoring and evaluation in an environment and/or development context is required. Working experience in an international organization such as the United Nations or another international organization is desirable. Knowledge of programme and/or project management, including work on design, implementation, monitoring, evaluation, and results-based reporting is desirable. Good drafting skills are desirable.
