Background
Prior to 1974, the Ministry of Water and Irrigation was a department in the Ministry of Agriculture. After this year, the Ministry was constituted and remained thus till 1992 when it Was merged with other departments to form the Ministry of Land Reclamation and Regional Development. After 1998, the Ministry was merged to form the Ministry of Water Resources.
Duties and Responsibilities
The Principal Lecturer, KEWI 5 reports to the Senior Principal Lecturer II KEWI 4. Duties and responsibilities at this level will entail:
- Designing and developing curriculum and training manuals;
- Reviewing teaching/learning materials and schemes of work;
- Lecturing in the area of specialization in accordance with the syllabus;
- Setting and marking examinations/assignments;
- Moderating examinations;
- Supervising trainees' projects and practical work;
- Carrying out research work on area of specialisation;
- Implementing guidelines for students with special needs;
- Preparing students progress reports;
- Conducting student academic mentorship programmes;
- Ensuring maintenance and updating of class registers; and
- Developing and implementing new methods of instruction.
Person Specifications
For appointment to this grade, an officer must have:
- Served for a cumulative period of nine (9) years relevant work experience three (3) of which must have been in the grade of Senior Lecturer or in a comparable position;
- Bachelor's degree in a relevant lecturing field in any of the following disciplines: Water / Civil/ Irrigation Engineering or its equivalent qualification from a recognised University;
- Certificate in Training of Trainers (TOT) course lasting not less than six (6) months in a recognised Institutions;
- Membership to a relevant professional body and in good standing where applicable;
- Management course lasting not less than four (4) weeks from a recognised Institution;
- Proficiency in computer applications; and
- Shown merit and ability as reflected in work performance and result.
