Background
The United Nations Environment Programme (UNEP) is the leading environmental authority in the United Nations system. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the UN system and serves as an authoritative advocate for the global environment.
Responsibilities
The Programme Evaluation Specialist will be responsible for:
- Leading and conducting evaluations of UNEP programmes and projects, ensuring adherence to UN evaluation norms and standards.
- Developing evaluation frameworks, methodologies, and tools.
- Managing evaluation teams, including consultants, and ensuring timely delivery of high-quality evaluation reports.
- Engaging with stakeholders, including UN agencies, governments, civil society, and beneficiaries, to gather data and validate findings.
- Synthesizing evaluation findings and formulating actionable recommendations for programme improvement and strategic decision-making.
- Contributing to the development and implementation of UNEP's evaluation policy and strategy.
- Disseminating evaluation findings and promoting learning across the organization and among partners.
Qualifications
The ideal candidate will possess:
- Advanced university degree (Master's degree or equivalent) in environmental science, development studies, public administration, economics, social sciences, or a related field.
- A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.
- Proven experience in designing and conducting complex evaluations, preferably within the UN system or international development organizations.
- Strong understanding of evaluation methodologies, qualitative and quantitative data analysis, and report writing.
- Excellent analytical, communication, and interpersonal skills.
- Proficiency in English is required. Knowledge of other UN languages is an asset.
Experience
A minimum of 5 years of relevant professional experience in programme evaluation, with at least 2 years at the international level.
Additional Notes
This is a home-based position. The consultant will be expected to work remotely and travel as required for evaluation missions.
