Project Overview and Objectives
Title: International Seed Money Projects (SMPs)
Context: KIA Landbouw Water Voedsel 2026
Objective: Seed Money Projects serve to initiate, or act as the 'seed' for, the development of international partnerships that contribute to the objectives of the Knowledge and Innovation Agenda (KIA) 'Landbouw, Water, Voedsel'. This ultimately contributes to the earning capacity of the Dutch agri-food & horti-business.
Required Activities to achieve objectives: Building a relevant consortium with international partners, doing a feasibility study or an exploratory mission, and drafting a plan for follow-up including (financial) resources.
International Partnerships: Consist of Dutch and foreign companies, including SMEs and knowledge providers.
Expected Results & Impact
The result is a study into the feasibility of international cooperation.
The result includes the development of a new or improved consortium focused on knowledge development related to a KIA objective.
This may include the development of new knowledge or the translation of existing knowledge and innovations to the Dutch or local context abroad.
A very important aspect is answering the question: what follows after the project?
Expected Output (if granted): A roadmap for follow-up, describing who is going to do what to achieve the desired impact.
Qualification Criteria
A proposal qualifies if:
- It clearly specifies how it fits with one of the innovation programmes in the KIA and how that programme's objective benefits from the SMP.
- It is demand-driven, expressing the commitment and active involvement of private partners and other relevant stakeholders in the knowledge development of the project.
- It is innovative and focused on international R&D cooperation and/or new knowledge development.
- It indicates how the consortium can effectively contribute to the project's objective(s), describing different expertise and the division of tasks.
- It indicates the relevant projects, bilateral innovation cooperations, and policies to which the SMP will contribute, showing knowledge of current relevant developments and how the project offers a new or complementary approach.
Practical Conditions
Submission: The proposal must be submitted by a business/company registered in the Netherlands as the lead organization, together with a project manager of Wageningen Research.
Embassy Involvement: The agricultural attaché/counsellor or the Innovation attaché at the Netherlands Embassy must be connected and involved, shown by a support letter or commitment note.
The letter/note must elaborate on 1) the importance and innovative nature of the SMP, 2) the aim for the next step for which the project is needed, and 3) the composition and excellence of the consortium.
Consortium: Must involve a consortium with preferably 2 or more (SME) companies registered in the Netherlands, as well as at least 1 foreign company registered in the involved country. Other stakeholders (e.g., knowledge institutes, NGOs) are welcome to participate.
Commitment: Stakeholders must express their commitment in advance with a support letter/email.
Applicant Contribution: The business/companies must invest their own time in the project and fund their own travel expenses.
Length: The application may not exceed the length of four A4 pages.
Financial Information
Indicative Value: A Seed Money Project has an indicative value of €50k including VAT.
Available Budget (2026): € 600k (including VAT) for hiring Wageningen Research capacity (cannot be spent freely).
Estimated SMPs Funded: Approximately 12 SMPs can be funded.
Private Stakeholder Contribution: Expected to contribute by financing their own travel expenses and the hours businesses devote to the project ('in kind' contribution). No minimum is set for this 'in kind' contribution, but active participation is required.
