POSITION SUMMARY
We are seeking a detail-oriented and proactive Construction Development Intelligence & Estimating Coordinator to support business development research, project opportunity identification, estimating coordination, and pipeline management for a U.S.-based infrastructure construction business.
The successful candidate will research upcoming construction and land development projects, monitor permitting and approval processes, identify qualified business opportunities, and maintain accurate records of estimating and bidding activities.
The role requires practical familiarity with construction, civil engineering, site development, or land development. The ideal candidate should be comfortable reviewing public development records, communicating with technical professionals, using AI tools to support research, and maintaining accountability for project follow-ups and deadlines.
This position is suitable for someone who combines construction industry knowledge with strong research, analytical, organizational, and communication skills.
KEY RESPONSIBILITIES
1. Construction and Development Research
- Review permit applications, planning records, zoning information, annexation activity, and development approvals.
- Assess civil and site plans at a business development screening level.
- Determine the current stage of development projects, including planning, permitting, preconstruction, bidding, and construction.
- Identify developers, property owners, civil engineers, consultants, and other relevant stakeholders.
- Evaluate whether identified projects align with the organization's construction services and target markets.
- Verify project information and escalate technical engineering questions when necessary.
2. Business Development Intelligence
- Monitor construction and land development activity across designated locations in Delaware, Maryland, and North Carolina.
- Use public records, development intelligence platforms, and other research tools to identify upcoming projects.
- Research project scope, estimated size, approval status, timelines, and key contacts.
- Identify potential opportunities before they reach the formal bidding stage.
- Prioritize qualified, relevant opportunities rather than simply generating large volumes of leads.
- Work toward a target of approximately 5–10 qualified, engaged opportunities per month in each designated municipality or county.
3. AI-Assisted Research and Analysis
- Use AI tools to improve the speed and organization of project research.
- Summarize public records, development information, and project documentation.
- Verify AI-generated findings against reliable sources and identify errors, inconsistencies, or missing information.
- Improve research prompts and workflows to support more accurate and efficient results.
- Apply independent judgment when evaluating findings and determining whether opportunities meet the organization's requirements.
4. Estimating and Pipeline Coordination
- Track upcoming opportunities, bid invitations, submission deadlines, assigned estimators, submitted bids, and follow-up actions.
- Maintain accurate and up-to-date project pipeline records.
- Follow up with estimators and project managers on outstanding tasks, agreed deadlines, and next steps.
- Identify stalled opportunities and overdue actions and escalate significant delays to management.
- Provide concise weekly updates highlighting priority projects, pipeline progress, and outstanding commitments.
5. Database and Records Management
- Maintain organized project and opportunity databases using Microsoft Excel, Microsoft Lists, or other approved systems.
- Record project locations, development stages, permit status, estimated size, priorities, assigned team members, and next actions.
- Ensure records are accurate, complete, consistent, and accessible to relevant team members.
- Prepare regular reports on research findings, qualified opportunities, and pipeline activity.
6. Stakeholder and Public Agency Communication
- Research project information through municipal, county, planning, zoning, and permitting systems.
- Contact relevant public agencies when necessary information is unavailable online.
- Communicate professionally with civil engineers, developers, consultants, and other project stakeholders.
- Request clarification on project status and publicly available information.
- Document information received and maintain appropriate follow-up records.

- Ability to review permit applications, development records, and civil/site plans at a business development screening level.
- Practical experience using ChatGPT or other AI tools for research, analysis, learning, or work-related tasks.
- Strong research, analytical, critical-thinking, and information-verification skills.
- Proficiency in Microsoft Excel and experience maintaining databases, trackers, CRM systems, or project records.
- Strong written and spoken English communication skills.
- Excellent organization, attention to detail, and follow-through.
- Ability to work independently, apply training, retain instructions, and use established criteria to evaluate new opportunities.
- Proactive communication, including regular progress updates and timely escalation of challenges.
