- Background
The Adolescent Girls Summit (AGS) is a powerful adolescent-led platform that puts adolescent girls at the heart of social change. With more than 145 million adolescent girls across Africa, the potential for transformative change is immense.
Held biannually, it brings together hundreds of adolescent girls aged 10-19 and youth aged 20–25 to connect, share lived experiences, strengthen their leadership skills, and collectively influence policies and practices that shape their lives and futures. The 3rd edition is set to be hosted in Yamoussoukro, Côte d’Ivoire, reflecting the commitment to creating a more accessible and representative space for francophone adolescents in West Africa.
Ensuring the safety, protection, and well-being of all participants is central to the success of the AGS. To that end, we are seeking a qualified Safeguarding Consultant to lead on all aspects of safeguarding planning, risk mitigation, training, and response throughout the planning and delivery of the Adolescent Girls Summit.
- Purpose of the Assignment
The Safeguarding Consultant will support the organisation and its partners to ensure that robust safeguarding measures are integrated into all stages of planning and delivery for the Adolescent Girls Summit. The Consultant will also serve as the Safeguarding Lead during the event and work closely with the coordination team, the Safeguarding Committee, GFC partner organisations, and participants.
- Scope of Work and Key Responsibilities
Preparation & Risk Management
Work with the Safeguarding Committee and GFC partners to integrate safeguarding considerations into the planning of the AGS.
Support preparation on issues such as consent and safe behaviours,
Lead on safeguarding and health and safety risk assessments related to the event
Capacity Building & Team Development
Develop and train the AGS Safeguarding Team to ensure appropriate knowledge to support safeguarding at the event
Provide guidance and materials for staff and volunteers interacting with adolescent participants.
Reporting Mechanisms & Protocols
Design clear and accessible safeguarding reporting pathways for use during and after the Summit.
Ensure reporting mechanisms are accessible and child friendly, confidential, and culturally appropriate.
Resource Development
Design safeguarding resources and tools tailored to the event (e.g., guidelines, posters, briefing packs).
Safeguarding Lead Role
Serve as the Designated Safeguarding Lead for the four days of the Adolescent Girls Summit.
Act as the first point of contact for safeguarding concerns and ensure timely response and documentation.
Liaise with local service providers where appropriate for case management or referrals.
- Deliverables
Safeguarding risk assessment and mitigation plan for AGS
Safeguarding training materials and delivery sessions
Clear reporting and referral pathways for safeguarding concerns
Safeguarding resources and tools (e.g., participant guides, posters, reporting cards)
Final report summarising safeguarding measures implemented, incidents (if any), lessons learned, and recommendations
Take part in a 3-day Planning meeting in Liberia from 13th – 15th November 2025.
- Required Qualifications and Experience
Proven expertise in safeguarding in West Africa
Demonstrated experience in developing safeguarding strategies and training tools
Demonstrated experience in safeguarding of participatory events and youth-led programming
Experience working with grassroots organisations and/or in diverse cultural contexts
Excellent interpersonal, facilitation, and communication skills
Fluency in English and French. Creo would be an added bonus!
- Safeguarding and Ethical Considerations
The consultant will be expected to adhere to Global Fund for Children’s safeguarding policies and practices. A criminal background check and references will be required prior to engagement.
