Job Purpose
The Technical Officer ensures effective and sustainable operation of all water production, treatment, and distribution systems, leads operations and maintenance activities, and implements strategies to reduce Non-Revenue Water (NRW), supporting reliable service delivery and compliance with regulatory standards.
The role reports to the Managing Director.
Key Responsibilities
Water Production & Treatment
- Oversee day-to-day operations of boreholes, pumping stations, treatment systems, and storage facilities.
- Monitor and manage water quality in compliance with national and company standards.
- Track production capacity and recommend improvements where necessary.
Distribution Network Management & NRW Reduction
- Ensure efficient distribution and equitable water supply within the service area.
- Lead meter installations, leak detection, and Non-Revenue Water (NRW) reduction programs.
- Implement monitoring systems to track water losses and identify areas for intervention.
- Coordinate new customer connections, repairs, and service restoration.
Operations & Maintenance
- Develop and execute preventive maintenance plans for infrastructure and equipment.
- Respond to breakdowns promptly to minimize service disruptions.
- Maintain up-to-date technical records and asset registers.
Compliance & Safety
- Enforce environmental, regulatory, and occupational health and safety requirements.
- Promote a culture of safe work practices during field operations.
Team Leadership
- Supervise and build capacity of technicians, plumbers, and support staff.
- Coordinate with procurement and finance to ensure parts and materials availability.
- Provide technical advice for investment planning and budgeting.
Reporting & System Monitoring
- Analyze system data and produce weekly and monthly operational reports.
- Recommend efficiency improvements and innovations to enhance service delivery.
- Contribute to strategic planning through technical insights.
Qualifications & Experience
- Diploma or Bachelor’s Degree in Water, Mechanical, Civil Engineering, or equivalent.
- 3–5 years’ experience in water utility operations or related technical field.
- Experience managing teams and field-based operations.
- Knowledge of pumps, pipelines, controls, metering, treatment processes, and NRW management.
