Job Specifications
Duties and responsibilities at this level will entail:
- Overseeing the development, implementation and review of human resource and administrative policies, strategies and plans.
- Spearheading human resource training and development programmes.
- Overseeing the implementation of performance management system.
- Directing staff recruitment, selection and placement.
- Providing technical advice on Human Resources issues and regulatory framework.
- Spearheading the formulation of organizational development and change management initiatives.
- Overseeing human resource planning and succession management.
- Promoting cordial employee relations, values and work ethics.
- Overseeing the development of staff welfare schemes such as Group Personal Life and accident, medical or insurance schemes.
- Custodian of approved human resource documents including the Organization Structure, Career Guidelines, Staff Allowances, Establishment and Human Resources Policy Manual.
- Overseeing office accommodation, telephone services, transport services, security and records management.
- Facilitating the development of Human Resource Management Information System.
- Ensuring compliance with Human Resource and Administration statutory and regulatory requirements.
- Managing the fleet and equipment.
- Spearheading the development and implementation of the Department’s budget and performance contracts.
- Ensuring compliance with principles of good governance.
- Managing and developing staff in the Department.
Person Specifications
For appointment to this grade, an officer must have:
- Served for a minimum period of ten (10) years, four (4) of which must have been at management level.
- Bachelor’s degree in any of the following disciplines: Human Resource Management, Public Administration, Business Administration, Transport and Logistics, Social Sciences or equivalent qualifications from a recognized institution.
- Master’s degree in any of the following disciplines: Human Resource Management, Human Resource Development, Industrial Relations, Business Administration, Transport and Logistics, Social Sciences or equivalent qualification from a recognized institution.
- Membership to a relevant professional body in good standing.
- Certificate in Leadership/Governance course lasting not less than four (4) weeks from a recognized institution.
- Met the requirements of Chapter Six of the Constitution.
- Demonstrated professional, managerial and administrative competence as reflected in work performance and results.
- Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the human resource and administration function.
