Duties and responsibilities at this level will entail:
- Overseeing the development, implementation and review of supply chain management policies, strategies, regulations and procedures.
- Ensuring maintenance and safeguard of procurement and disposal documents and records in accordance to the Public Procurement and Assets Disposals Act, 2015.
- Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of contracts.
- Facilitating market surveys to ascertain market trends and technology.
- Overseeing the development of guidelines and manuals to streamline, standardize, and improve integrity of procurement processes.
- Spearheading the assessment and evaluation of capability and performance of suppliers of goods, works and services.
- Sourcing for external suppliers and service providers.
- Ensuring security and proper preservation of goods and stores.
- Spearheading the development of terms of contracts and tenders for procurement of equipment, materials and services.
- Ensuring implementation of Public Procurement and Asset Disposal Act 2015 and Government Regulations relating to supply chain management activities.
- Facilitating the disposal of obsolete stores and equipment.
- Overseeing market surveys and research.
- Ensuring submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA).
- Spearheading the development and implementation of the Division’s strategic plans, budgets, performance contracts and staff performance appraisal.
- Ensuring compliance with principles of good governance, transparency, accountability, ethics and integrity.
- Managing and developing staff in the Division.
Person Specifications
For appointment to this grade, an officer must have:
- Served for a minimum period of ten (10) years, four (4) of which shall be at a management level.
- Bachelor’s degree in any of the following disciplines: Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management or equivalent qualification from a recognized institution.
- Master’s degree in any of the following disciplines: Logistics and Supply Chain Management, Business Administration (Purchasing and Supplies) or equivalent qualification from a recognized institution.
- Membership with a relevant professional body in good standing.
- Certificate in Leadership/Governance course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Met the requirements of Chapter Six (6) of the Constitution.
